It’s a tearful life for a one Nagadya Ruth, the lawful widow and co-administrator of the estate of late Sebbowa Siraje formerly of Lyantonde Town Council.
In a 21st letter inked by the head of Volunteer Uganda Extra Legal Department addressed to Regional Police Commander Masaka and the Regional CID Masaka, the widow narrates all the hell she has passed through in the hands of her stepchildren whom she accuses of conniving with several Lyantonde District Officers including security bosses to deny her justice.

Nagadya through her lawyers states that ever since her husband died in 2020, she has faced a lot of challenges, and frustrations arising from the stepchildren of the deceased among others; Senabulya Jamiru, Kalyango Nasibu, Seruwu Isma, Nabowa Zaina, Nabowa Afua who allegedly connived with some leaders in Lyantonde especially Police Officers and the Senior Community Development Officer Kyeyune Sowedi to sell deceased’s property including an estate, 2 fuso truck motor vehicles (at cost of 140,000,000/=(one hundred forty million shillings).
”We have been informed that he (CDO) went ahead to irregularly distribute the estate of the deceased until the widow run to the Office of Administrator General Kampala and frustrated his mission.
That the widow through thorns with the help of the Office of Administrator General she was together with Senabulya Jamir & Nabbowa Afuwa were given a Certificate of No Objection and they went ahead and obtained Letters of Administration From Masaka High Court to administer the estate of the late Sebbowa Sirajje,” lawyers of the widow Ms Nagadya narrate adding;
”That since the widow became administrator with the other two co-administrators who are both a stepson and stepdaughter they have since refused to cooperate with the widow to run the estate of the deceased on the pretext that they do not want their mother to benefit from the estate, acting falsely on the advice of the Senior Community Development Officer Kyeyune Sowedi & AIP Ayoma Joel a Police Officer-in-Charge of family affairs attached at Lyantonde Police Station.”
Police Defends Self
In our telephone conversation with the assistant DPC Lyantonde District, Mr. Kiwanuka Douglas, he shared that the woes between the two parties started when the widow denied her stepchildren to withdraw their share off the Ugx42m deposited on their joint account.
”The truth is I just met these people yesterday, they came to my office and we spent almost 2 hours talking to find an amicable way of solving this matter. The children who are signatories to this joint account asked their stepmother to give them their share off the Ugx42m they have on their joint account, but the woman refused. The children complain that this money is remitted from the rent collected from tenants of their father’s property and they had an agreement with the widow to withdraw this money every after a certain period of time and share it but along the way the widow changed her mind. So when I realized the two parties were not ready to agree, I advised the co-administrators of the deceased’s estate who are stepchildren to Nagadya to go to the Administrator General to have their matters sorted. Therefore I don’t know why she is trending lies that we connived with children to frustrate her,” Mr Kiwanuka told this site.

We come out to act as a voice to the voiceless and silenced, to protect and defend the rights and life allegedly in danger of the mistreated, vulnerable and unprivileged person herein NAGADYA RUTH the lawful widow and Co-Administrator of the Estate of late Sebbowa Siraje formerly of Lyantonde Town Council.
BACKGROUND
We have been informed that this widow’s woes started way back in 2020. We are informed that upon the death of her husband, she suffered a lot of challenges, and frustrations arising from the stepchildren of the deceased among others Senabulya Jamiru, Kalyango Nasibu, Seruwu Isma, Nabowa Zaina, Nabowa Afua who corroborated with a few leaders in Lyantonde, especially with some officers in Police and the Senior Community Development Officer of Lyantonde District herein Kyeyune Sowedi who reached the extent of selling the Estate, 2 Fuso Truck Motor Vehicles( at cost of 140,000,000/=(one hundred forty million shillings).

AIP Ayoma allegedly through bribes obtained from a one Senabulya Jamir and under the influence of Kyeyune Sowedi has continuously popped their Noses into the estate of the late Sebbowa Siraje where it is alleged that they have been promised a cut/share in the estate if they fail the widow to benefit from the estate.
That on several occasions, AIP Ayoma Joel and Kyeyune Sowedi have involved the widow forcefully in illegal mediations in order to intimidate and influence the widow either to abandon her claim or accept to take a small share below what is provided under the law where as it was within their knowledge that the estate already has Administrators who are mandated to distribute it.
That we are further informed that even the widow at one time instructed a law firm of Sebanja & Co Advocates who wrote to AIP Ayoma and informed him that he had no powers to involve in the estate. He replied by organizing half hazard mediation meeting where he generated a mediation report confirming the sale of the said motor vehicles but crafted fraudulent accountability to protect his friend Kyeyune Sowedi who abused his powers and sold the estate motor vehicles when he was neither co-administrator of the estate nor with authority from Administrator General. A copy of the report by AIP Ayoma is attached as ‘A’.
That we have further been informed that Kyeyune Sowedi ill-advised Senabulya Jamir & Nabowa Afua & Ors when they filed Civil Sit No 27 of 2022 in the High of Masaka against Nagadya Ruth for revocation of Letters of Administration which is pending a hearing in High Court of Masaka which referred it to chief magistrate court of Rakai.
It is also alleged that the one Kyeyune Sowedi & AIP Ayoma Joel have been influencing the children of the deceased to torture the widow, threaten and where possible make an attempt to murder her or main her where they advised the children to cut down the banana plantation and coffee plantation with aim of failing the widow to get what to eat starve and run away. When she reported these cases police of Lyantonde with the influence of Afande Ayoma Sat on them.
That on several occasions the widow has been tortured and assaulted but whenever she reports the matter to the Police of Lyantonde she is never helped at all due to the influence of Ayoma Joel of family affairs and Kyeyune Sowed DCO who makes sure they frustrate Criminal Cases reported by the widow against all suspects. It is alleged all this has happened because the suspects allegedly bribe police not to act and proceed with the cases.
That we are reliably informed that the Widow herein the Complaint reported several cases against Senabulya Jamiru, Kalyango Nasibu, Seruwu Isma for threatening violence, theft, and malicious damage to property as listed in the above reference no investigations were ever carried out, and the suspects have been living freely continuing to torture and threaten the widow and making attempt to kill her when police is aware and simply watching.
That we have also been informed by the widow that she tried and reported the matter at Masaka Regional Police Masaka when the files were called the Regional Police Officer (CID) never got feedback. It was during that time that the Officer who had called the files was transferred.
That of recent that is on 17th July 2023 a one Senabulya Jamir and Kalyango Nasibu invaded the widow at her home, beat her up and came armed with pangas and knives with the intention of either killing her or main her. She reported them to the police of Lyantonde Vide SD REF 73/17/07/2023.
She pleaded with police to help her in vain until on the 20th day of July 2023 when she threatened to report police to higher authorities, it is when Senabulya Jamir was arrested but upon the influence of AIP Ayoma (Family affairs) and Kyeyune Sowedi (CDO) the suspect was released on police bond just after 30 minutes in custody.
We were reliably informed by the widow that Ayoma an attested Police Officer whose mandate is to keep law and order openly told a teary widow that as long as he (AYOMA) is still in Lyantonde as a police officer she (widow) will not manage the children of the deceased let her go and hang. He emphasized that he is more of a family member of Sebbowa Sirajje A.K.A Kawonawo and he sarcastically named A.K.A. “AYOMA OF KAWONAWO” Really this is unnecessary provocation and impunity of the highest order and a conduct unbecoming of a police officer.
After releasing Senabulya on police bond, the other suspect who had not been arrested went to the home of the widow looking for the widow to allegedly kill her but was not there he found the dependants of the deceased beat them and kicked them terribly they made alarm the public came and rescued them when the matter was reported at police then arrested the suspect. When they reached the police the OC CID Ntirenganya Richard, AYOMA (OC Family) briefed DPC who allegedly upon being promised 5 million shillings called the widow to come to police to attend a purported mediation meeting scheduled by OC CID, Ayoma (family) while laboring in blatant ignorance of the law in which they wanted to attempt to distribute the estate of the deceased to the beneficiaries as if they are administrators of the deceased or Administrator General.
That when she reached the police the DPC asked her why she had not distributed the estate she informed him that the matters concerning the estate were in court he refused to accept even forced her to sign for all the money which is on the estate account that he wanted to distribute it to the charging beneficiaries of the estate all whom Ayoma had called at police. When she refused DPC ordered her arrested and put her in police custody without any offence which in our view amounted to false imprisonment.
There he immediately released the suspect who had tortured the dependants of the deceased. DPC then ordered that a file be created quickly and the widow be taken to court. He immediately made a phone call to the sitting magistrate at Lyantonde trying to lobby him to remand the widow in case she brought in court. The magistrate informed DPC that since the widow said the estate matters are in court, and then she has her right to get justice in court. It was upon that telephone call from the magistrate that the DPC released the widow from custody. He chased the widow never to report any matter to his police and ordered the charged suspects to go and do whatever they want.
Implicitly the DPC was telling them to go and kill her because she refused to sign the money from the estate account of which he had allegedly been promised 5 million shillings. What kind of a DPC is that? We think the police is a public good, not DPC’s property. The suspects have now gone back to the widow’s home, they have chased her in the home and the underage dependents of the deceased when police is seeing and are doing all evil at the oversight of police. Where does the legal novice DPC get the moral authority to call a magistrate on the phone to lobby the remand of the innocent widow because she refused to withdraw money from the estate account at the annoyance of the DPC? We are shocked by the conduct of DPC encouraged to invade the house of the widow and vandalized her house breaking the glass on the house.
With due respect to respect men in uniform particularly Afande DPC Kiwanuka, OC CID Ntirenganya Richard, AYOMA of Family, all of Lyantonde police station to put their mothers in the shoes of the vulnerable weeping widow (NAGADYA RUTH) where they have aided or supported in one way of the perpetrators of torture on her life.”If this widow was their mother would they want their mothers to be treated the same way they are treating her”.
Honestly speaking if that is the way how police should do its work by allegedly acting on the power of corruption and bribery to undermine or deny justice to impoverished members of society, intentionally violating the human rights of people because they are poor and allegedly incapable of bribing them then we are worried something needs to be done.
We Make The Following Prayers On Premises;
That all the referenced files as were reported by the widow at Lyantonde police station where police at Lyantonde chose to sit on them to the detriment of the widow and be called by the Regional CID and order for their further management until their logical conclusion.
The Police Officers like DPC, OC CID, and AIP Ayoma Joel be handled professionally as Their conduct is unbecoming and a liability to the forces and the interests of the public at large.
The conduct of Kyeyune Sowedi who abused his powers as a Community Development Officer to sell the property of the Estate and influence the children of the deceased to commit offences be investigated and handled accordingly.
The Community Development Officer Lyantonde, DPC, the O/C CID and the O/C family (Ayoma) should be stopped from interfering with the estate of the deceased since they are not administrators to the estate when even that matter of the said estate are in civil courts of law.
The conduct of DPC Lyantonde in arresting and detaining (false imprisonment) the widow without any case at police and forcing her to sign for the estate money with an attempt to distribute to the estate should be checked as he has no authority to do so whatsoever.
That the officers at Lyantonde should be tasked to explain why they chose to frustrate justice by intentionally refusing to work on cases reported by the widow which conduct can bread insecurity whereas the life of the widow is in danger the suspect is looking for her day and night when even police are aware and keep quiet.
In conclusion, I want to appeal to all stakeholders in security particularly the Office of RDC Lyantonde to take action and apprehend the lawbreakers. It is an embarrassment for the widow to report to the police such criminal acts where her life is in danger, where suspects chase her with pangas and knives and police became reluctant where such a person is killed they begin running to the scene of the crime. Police are abusing their mandate.
We also note with concern and we want to bring to the notice of everyone that the NRM Government under President Y.K Museveni brought peace which peace is supposed to be protected by the security organs but some of the unprofessional and negative personalities in the forces who are allegedly lured by corruption abuse the human rights of the people they are paid by the government and mandated to protect.
We appeal to the government to investigate public officers who abuse their authority to taint the good image of the Government and chase them away.
The widow/complainant herein (NAGADYA RUTH) without fear categorically states that should she die, it will be as a result of the alleged intentional accomplice conduct of the police of Lyantonde in support of the perpetrators and that she will have died at the hands of Senabulya Jamir, Nabowa Afua, Nabowa Zaina, Kalyango Nasibu, Seruwo Isma and Kyeyune Sowedi (CDO) who shall take liability and responsibility of her death.
By a copy of this complaint, we call the office of Regional IGG Masaka and the Office of the Head State House anti-corruption to investigate the conduct of police officers at Lyantonde particularly Kiwanuka (DPC), Afande Nteringanya (OC CID) and Afande Ayoma (OC Family), Kyeyune Sowedi (CDO) Lyantonde District for alleged abuse of their offices to fight against or to undermine the human right of the widow.
We humbly pray for a quick and timely response for her life.
