End Of The Game: RDC Africano Fired From Mityana Amidst Land Grabbing Scandals, Residents Celebrate!

On the 18th of September 2023, the Office of the President sacked Mr. Aharikundira Africano as the Resident District Commissioner for Mityana district and ordered him to go back to the headquarters for guidance on his next move.

In the same letter inked by Haj Yunus Kakande, a secretary to the Office of the President, Africano was ordered to hand over the Office to his Deputy Resident District Commissioner Ms Prossy Mwanjuzi who is currently the acting RDC.

”This is to inform you that, management has decided to recall you from Mityana District as Resident District Commissioner to Headquarters pending administrative decisions. Please, hand over the Office to the Deputy Resident District Commissioner in accordance with Section F-d of the Uganda Public Service Standing Orders (2021) Edition and report to the Head of Human Resource for further guidance,” reads Kakande’s letter to Africano.

The above move has left people in Mityana jubilating claiming that Africano has been the big rock behind bloody and deadly land grabbing scandals in their district where several people have been left in terrible health state, tortured by mafias that have been allegedly under the protection of Mr Africano.

Some of the scandals cited by residents include one where land grabbers cut the banana plantations for an old woman in Nakibanga still in Mityana district and when she tried to report to police, [that] RDC commanded District Police Commander Swaibe Taban not to arrest anyone. In fact, it is said that such acts saw DPC Taban called back to the Police Headquarters for grilling.

It is said that Africano gave powers to these brokers of his to hold meetings in the community on his behalf which is against the RDC’s guidelines and as a result of this, these agents have since become unruly in their areas against the locals bragging as the ‘Personal Assistants’ to the RDC, sometimes calling themselves ‘Permanent Secretaries to the office of the RDC’ among others.

In another scandal, it is alleged that Africano shielded a Pastor called Mukasa Godfrey to grab locals’ bibanja and in one deal he gave two acres and Ugx14m as a reward to Africano after the deal was accomplished successfully.

”This Pastor grabbed our kyibanja and when we went to the RDC to seek his help he chased us away and actually ordered Ssekanyonyi OC/CID to help criminals accomplish their work. Of course, this left us shocked and deeply confused. But am glad that this man is no more with us,” said a tearful resident on condition of anonymity.

Not only the above, a one Katongole Musa, a resident of Maanyi says Africano should not be just sacked from Mityana but also should go under probe and face the law for all the Kawukumi has caused.

Katongole alleges that Africano using the powers of RDC helped a certain landlord to take his kibanja of 30 acres after he was given a bribe of 10 acres off the 30acres.

Meanwhile, when we contacted the acting RDC Prossy Mwanjuzi to clarify on the above allegations against his former senior Africano she said she is not the Spokesperson of the office of the Presidency before she referred us to her superiors. This triggered us to contact the accused Africano to confirm whether the allegations are true or false, but unfortunately our repeated phone calls to him via his known phone number +256772……08 went unanswered as seen in a screenshot below.

Residents Table Their Request

The relieved residents have since made an outcry to the Office of the President to appoint Ms Prossy Mwanjuzi as the full RDC, saying this is the only way she can be motivated to keep performing higher. They say Mwanjuzi is a hard-working servant who has saved many residents from falling into the terrible hands of land grabbers.

”Mwanjuzi in her little capacity as D/RDC has done her best to make sure people live happily on their land but of course sometimes she was hindered by the orders of her senior RDC Africano. So we thank the Minister of Presidency for hearing our prayer and transfered Africano, but to us, that’s not enough, the biggest gift they can give to the people of Mityana is by appointing Mwanjuzi as a full RDC if she has been able to help us as a mere D/RDC, what if she is full in control with full authority,” requested a one Kato Tonny of Mityana town council.

For those who are wondering who is Mwanjuzi, she is President Museveni’s proud muzzukulu, an irony lady who once gave sleepless nights to officials at the Immigration Office in Mbale where she was serving as a deputy RDC. Mwanjuzi kicked those officials behind bars for milking hard-earned cash from the poor locals whenever they came for services.

When she was transferred to Mityana, the no nonsense Mwanjuzi who has no sweet words for corrupt mafias caused relief at Mwera Health Center IV where one to be worked up on would first cough some good money.

At this same hospital, Mwanjuzi found a one Katongole Noah in deep pain over an identified illness. Like any other caring mother, she was quick to quiz the hospital administration about the patient’s fate, only to be told that they were still waiting for the ambulance to come and take him to Mityana Hospital where he was referred.

However, Ms. Mwanjuzi was briefed by her source at the hospital that the Health Centre ambulance they were waiting for had taken another patient to Mubende Hospital and therefore was taking too long to return. This prompted the big-hearted and merciful muzzukulu to immediately surrender her car to rush the patient to Mityana and this clearly explains why residents are crying that she is appointed a full RDC.

”Am sure our challenges as residents of Mityana are not very big if they can give us that woman [referring to Ms Mwanjuzi] then there will be no Kawukumi anymore in our municipality, we know some good history about her, everywhere she has served people are still crying for, she is so genuine, corrupt free and by the way she is a field servant, forget those guys who sit in their offices Monday to Monday, for her is ever in the field listening to issues affecting the people,” noted a one Twebaze Junior.
