Police Breaks Silence On Rampant City Robberies, One Arrested After ‘Fetching’ Ugx700m From Chinese National

On November 02, 2023, at Martin Road in Old Kampala, a group of about four (04) boda boda riders rounded up a Chinese national named Li Shuo working with Top Chongo Company. The group robbed him of cash worth 200,000,000/- (two hundred million shillings) that he was carrying in a bag.

Mr. Li Shuo, armed with a pistol, discharged five (05) bullets, but he missed the target. The first police responder, No. 55488 PC Danga Yusuf, also discharged one bullet, but the riders fled with the money. A joint team of Flying Squad and CI successfully tracked down the suspects and arrested three (03) from areas of Bulenga and Fort Portal. Five (05) motorcycles have been recovered from the suspects. Two of these motorcycles were used in the robbery, and three (03) were bought from the proceeds of the crime. Five million shillings (5,000,000/=) have been recovered from the suspects. Investigations are still ongoing to arrest their accomplices on the run.

In a separate incident, on November 15, 2023, at around 1400/C, while along Ssezibwa road near Fang Fang Hotel, a Chinese national named Hei Wei was robbed of $190,000 by a group of thugs riding on boda bodas. The victim had used a boda boda from his home in Kololo, and it is suspected that the same rider was on surveillance and tipped his gang. The police have arrested one of the suspects from Kisenyi downtown. Upon searching his home, they recovered $3,700 and Ugx 1,900,000/=.

“The hunt for the accomplices continues. The police appeal to the business community, especially foreign nationals, to be more vigilant and abstain from moving with large sums of money. The Uganda Police are mandated to protect you,” Police noted.

On September 19, 2023, a group of five men intercepted a taxi and robbed $317,900 at Nakirebe along Kampala Masaka road. One of the thugs was clad in a Police uniform with the rank of Assistant Superintendent of Police armed with a pistol, and another was in the army. The rest were in civilian clothing and traveling in a Super custom whose number plates were concealed with MK army stickers during the time of the robbery.

With the help of the CCTV footage viewed at Be Energy Petrol Station and through intelligence, four (04) suspects were arrested and identified as:

  1. Lubega Moses
  2. Nuwagaba Josephat aka Jose
  3. Kyomuhendo Richard aka Ricky
  4. ASP Kakana James (OC Station Namayingo)

Their residences were searched for possible evidence. The suspects were interviewed, and their statements were recorded, where they admitted participating in the robbery and mentioned their associates. Exhibits recovered include:

  • Motor Vehicle Reg No. UAW 187W Super Custom used during the robbery was tracked, recovered, and exhibited.
  • Motor Vehicle Reg No. UBN 291A Subaru, as proceeds of the robbed money cash $10,700 and Ugx 591,000 were recovered from Nuwagaba Josephat aka Jose.
  • Household items like sofa set chairs, TV sets, cooking utensils, and other assorted properties were recovered from the home of Lubega Moses, all as proceeds of the robbed money.

On October 16, 2023, ASP Kakana James OC Station Namayingo Police was arrested from Nansana – Wakiso District after escaping arrest from his Station in Namayingo. The suspects appeared before the grade 1 Magistrate at Mpigi court over aggravated robbery charges on Friday, November 17, 2023.
