State House At Work! Kibuku District Top Bosses Kicked Behind Cages Over Conspiracy To Commit A Felony

The State House Anti Corruption Unit together with Uganda Police have arrested and arraigned three Kibuku District Officials on charges of Conspiracy to Commit a Felony.

The officials are; Wamika Christopher, the District Education Officer, Nabirye Leticia- Senior Inspector of Schools and Otem Stephen- Inspector of Schools.

According to the Unit, the accused were arrested following complaints of extortion from the Head Teachers in the district, by the DEO and the Inspectors of Schools who forced them into paying millions of money from capitation grants, registration of students for the Education Management Information System (EMIS) and other activities in which the schools never partook.

On count three regarding conspiracy to commit a felony, under section 390 of the Penal Code Act, the offence of conspiracy is committed when two or more persons agree to do or cause to be done an illegal act or legal act by illegal means.

A conspiracy is an agreement where two or more people agree to carry their criminal scheme into effect, the very agreement is the criminal act itself: Mulcahy v. The Queen (1868) L.R. 3 H.L.
