Mugume BĂ©nard Mukulu aka Ekikonda, the former Minister of Works and current LCV councillor for Kashare sub county, Mbarara district has exposed the district leadership for scooping bribes from incompetent staff to give them jobs.
Mr Mugume in an audio clip that leaked on WhatsApp wondered how a road grader could get into an accident that left it facing upside down.
Mugume says before, this grader was operated by a one Ben but after failing to cough some bribes to the District LCV Chairman Didas Tabaro and District Engineer William Bananuka, he was fired and replaced with a one Robert who was allegedly picked from Kiruhura district.
”Its so shocking that a road grader got an accident and was smashed down leaving it facing upside down, it’s unbelievable because ever since I was born, I had never seen an accident of a grader. Shockingly, this wasn’t working on district roads but on a private road of a certain person who had hired it,” says Mugume in an audio clip.
He claims that when Ben was unfairly fired, he rushed to report matters to Chairman Tabaro but unfortunately he was not given any assistance ‘because he [Tabaro] had already connived with the engineer who had fired him.’
”That’s how our district is perishing in the hands of selfish leaders. DPC and RDC can’t intervene in such issues affecting our Mbarara people because they are not concerned, things in their districts are moving on well. We need a report from DISO about these matters because we can’t stand these anymore,” says Mugume.
He adds, ”there other time I was telling you that a road would be constructed with just Ugx15m, but now our district leaders have put it at Ugx49m, you’re not seeing all these! A lot is happening in Mbarara. For example, Kakyeeka stadium was for Mbarara district local government, as I speak now it’s for Mbarara city, some of our leaders I hear now have turned into land dealers.”
Mugume in his audio has called for an immediate response to the illegal sacking of former staff Ben but also requested the government through the Minister of Local Govt to intervene in Mbarara staggering leadership and flush out weevils that are busy serving their selfish interests instead of working for the people.

It’s worth noting that last year, Chairman Tabaro and other leaders in Bwizibwera were cited in juicy scandal that saw them fighting after reportedly failing to divide road funds amongst themselves.
