Greater Masaka Top RDC Risks Jail As Corruption Allegations Finally Land In IGG’s Office

The latest news landing on our desk of corruption scandals indicates that the Inspector General of Government (IGG) has already received a petition from a whistle-blower who accuses Rakai District Resident Commissioner (RDC) Ms Sarah Kiyimba of the abuse of office, corruption and impunity.

The received copy of the petition seen by this website, inked by a one Kemigisha Barbra, reveals to the IGG that Kiyimba using her office has been able to amass a lot of wealth by influencing the winning of contracts for road construction without passing through the right procurement procedures. That by the close of May 2024, Rakai district on the forceful orders of RDC Kiyimba was paying her Ugx7 Million shillings every day they used her tractors.

The petitioner adds that five per cent of workers in the Department of Works at Rakai DLG, have been illegally laid off in exchange for unqualified workers who operate her private tractors.

The petitioner adds that off the Ugx1 billion donated by the government to Rakai to construct roads, 10 per cent of these funds was paid to RDC Sarah, as a forceful commission that is not questionable.

”RDC Kiyimba for the last two years of her corrupt services in Rakai proudly brags how she is untouchable, and no state agency can tame her immoral public conduct.

”As a citizen who has resided in Rakai for the last 50 years, like the majority of silent grieving citizens, am shocked at the gross abuse of office, criminal acts and abhorrent behaviour detriment to government ethics that is being portrayed on a day-to-day basis by RDC Kiyimba,” Kemigisha further inked to the IGG.

Other Accusations

Further, sources within the top leadership of Rakai district reveal that on top of the above, Kiyimba has since influenced the dismissal of several staff at the district over unclear reasons.

”The truth is we were all excited the day we got information that Kiyimba was our new RDC because we expected her to work for the people and to work with the people, but guess what, as I speak now some have been fired simply because they are not her friends or they don’t agree with her, especially on those dirty deals she plays. Talk about the guys that were fired from the district works department, these are old men who are now home with their children grassing in poverty, their jobs were gifted to Kiyimba’s favorites,” says a tearful source on the condition of anonymity.

Another source alleges, ”You can investigate and you will know why in most cases all the top people deployed by the Presidency in Kiyimba’s office never spend a year with her, she sees them as a threat and the next thing is fighting hard to see them fired or transferred to other districts so that she can do her dirty things without any obstacle.”

Meanwhile, contrary to all the above, RDC Kiyimba in a recent conversation with our reporter about this scandal, noted that all allegations being heaped against her are baseless accusations and not true, adding that she owns not even a wheel or rim of a tractor.

Kiyimba revealed to our reporter that she would actually be happy and ready to welcome the IGG’s investigations so that she can prove her innocence and by the look of things now, it seems her prayer is finally answered.

In the latest statement released by the State House today, President Yoweri Museveni has expressed his commitment to combating corruption and inefficiency within the government, reaffirming his dedication to addressing the theft of government funds, non-compliance with guidance, and unauthorized actions by officials.

Museveni emphasized that the NRM will only act against individuals based on solid evidence and highlighted the abundance of proof that has yet to be pursued.
