Robert Atuhairwe, the Resident District Commissioner (RDC) of Bushenyi District, has been suspended following serious allegations of engaging in an inappropriate relationship with a minor. The suspension was officially communicated in a letter dated October 15, 2024, by Haji Kakande Yunus, Secretary to the Office of the President, directing Atuhairwe to step aside as investigations unfold.
The incident that triggered the suspension allegedly took place on September 27, 2024, when Atuhairwe was reportedly found delivering gifts to a student at Bweranyangi Girls Senior Secondary School. The student involved is a minor, raising concerns about the nature of the relationship.
In response to the accusations, Atuhairwe submitted a written defense on October 10, 2024, but this explanation was dismissed by the Office of the President as unsatisfactory. The letter from Haji Kakande emphasized the inconsistencies in Atuhairwe’s defense, pointing out that his actions violated both the Public Service Standing Orders (2021) and the Code of Conduct, Ethics, and Integrity. Specifically, the alleged misconduct breaches Section F-r(b) of the Public Service Standing Orders, which deals with behavior that tarnishes the reputation of the service.
Beyond potential violations of service codes, the allegations could result in criminal charges against Atuhairwe. The seriousness of the claims has sparked significant public outcry, with many pointing to the broader implications for the public trust in government officials. Atuhairwe has been instructed to hand over his office to his deputy while the investigations continue, with a conclusion expected within six months.
The case has drawn widespread condemnation from various quarters, including Atuhairwe’s former colleagues. Moses Niwagaba, the former Deputy RDC of Kisoro, voiced his disappointment, likening the incident to a breach of public confidence. “It’s disheartening when those entrusted with leadership positions betray the trust placed in them,” Niwagaba remarked.
As the investigations progress, the public continues to monitor the situation closely, with many calling for swift justice and transparency in handling the case. The suspension of Atuhairwe serves as a reminder of the critical responsibility held by public officials and the consequences of actions that violate both legal and ethical standards.
