Thanks For Job Well Done! Museveni Appoints Justice Singiza Head Of Judicial Service Commission

In a significant development for Uganda’s judiciary, President Yoweri Museveni has appointed Justice Dr. Douglas Karekona Singiza as the new Chairperson of the Judicial Service Commission (JSC), the powerful body responsible for the recruitment, discipline, and oversight of judges. His appointment, confirmed in a letter dated February 25, 2025, comes at a time when the judiciary is under intense public scrutiny regarding its independence and handling of politically sensitive cases.

Justice Singiza succeeds Justice Benjamin Isingoma Kabiito, whose term expired on January 21, 2025. Alongside him, Justice Rosette Comfort Kania has been appointed as the Deputy Chairperson of the JSC, replacing Justice Faith Mwondha.

Who is Justice Douglas Singiza?

At 56 years old, Justice Singiza has built a reputation as a firm and sometimes controversial judge. He has presided over several high-profile cases, notably the recent habeas corpus application filed by detained opposition leader Dr. Kizza Besigye, which he dismissed, arguing that the matter had already been resolved. His rulings on political cases have often drawn public debate, particularly from those questioning the judiciary’s impartiality.

Despite the criticism, Singiza’s legal career has been marked by his commitment to judicial processes. His supporters describe him as a judge who upholds the law regardless of public opinion, while critics argue that his recent decisions suggest an alignment with the government’s stance on opposition figures.

The Judicial Service Commission (JSC) plays a critical role in ensuring judicial accountability and professionalism. It is tasked with:
