In a move that has brought relief and joy to fishermen in Buvuma and Kyotera Districts, Lt Col Mercy Tukahirwa, Commander of the Fisheries Protection Unit of the Uganda People’s Defence Forces (UPDF), has ordered the release of their confiscated fishing gear, including boats and engines. This decision has not only eased the struggles of the fishing communities but also reinforced Lt Col Tukahirwa’s commitment to their welfare.
The 2021 general elections saw the National Unity Platform (NUP) secure a stronghold in Kyotera and Buvuma, largely due to grievances within the fishing communities. In Kyotera, NUP garnered 68.39% of the vote, while in Buvuma, it secured 64.45%. Meanwhile, the National Resistance Movement (NRM) received 30.31% in Kyotera and 32.36% in Buvuma. Lt Col Tukahirwa’s recent actions may help shift political dynamics, potentially bolstering NRM’s support in these regions ahead of the 2026 general elections.
Beyond the release of fishing gear, Lt Col Tukahirwa has pledged to hold accountable any officers who mistreat fishermen. This commitment has been warmly welcomed by the fishing communities, who have long suffered at the hands of corrupt individuals.
Under her leadership, the Fisheries Protection Unit has worked tirelessly to enforce sustainable fishing practices, combat illegal fishing, and safeguard the rights of fishermen. The release of the fishing gear marks a significant development, especially given the fishing industry’s crucial role in the local economy.

Additionally, Lt Col Tukahirwa has been actively engaging with local communities alongside senior NRM officials, including Deputy Secretary General Hon. Rosemary Namayanja, Energy Minister Hon. Ruth Nankabirwa, and Attorney General Kiryowa Kiwanuka. Their efforts aim to address community concerns, highlight the NRM’s achievements, and rally support for President Yoweri Kaguta Museveni ahead of the 2026 elections.
As Uganda moves toward another election cycle, Lt Col Tukahirwa’s leadership stands as a testament to the impact of compassionate and effective governance. Her dedication to improving fishermen’s welfare and enforcing sustainable fishing practices has not gone unnoticed and is likely to shape political outcomes in the region.
