Big Story: Top Ntungamo District Officials Arrested Over UGX 33 Million Electronic Fraud

By Our Reporter

Two officials from the Ntungamo District Local Government have been arraigned before the Anti-Corruption Court on multiple charges, including abuse of office, embezzlement, criminal conspiracy, and electronic fraud.

The accused, Gadala Rogers, an accountant, and Ssozi Denis, a municipal planner, are alleged to have stolen colleagues’ passwords and fraudulently processed payments through the Integrated Financial Management System (IFMS). The unauthorized transactions reportedly diverted a total of UGX 33,462,788 into their personal accounts.

The duo was presented before court yesterday following a joint operation by the State House Anti-Corruption Unit (AntiGraft_SH), the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

According to prosecutors, Gadala and Ssozi conspired to exploit internal system vulnerabilities within the local government’s financial management operations, breaching public trust and violating the ethical standards required of civil servants.

The court ordered the two officials to be remanded until May 6, 2025, pending further proceedings.

The State House Anti-Corruption Unit emphasized that the case reflects the growing sophistication of internal financial crimes and reiterated its commitment to pursuing public officials who misuse their positions for personal gain.

This case comes amid broader government efforts to tighten oversight over electronic financial systems in local governments and ensure accountability at all administrative levels.
