D/RDC Mwanjuzi Prossy Cracks Down On Emyooga Fraud In Mityana, Arrests SACCO Boss In Bold Move To Restore Accountability

In a bold and decisive move that has sent shockwaves through Mityana and beyond, Deputy Resident District Commissioner (RDC) Mwanjuzi Prossy has ordered the immediate arrest of Kizito Lubowa, chairperson of the Mityana Municipality Constituency Mechanics Emyooga SACCO, over allegations of large-scale financial fraud.

According to RDC Mwanjuzi, Lubowa has been fraudulently borrowing money from the SACCO under the pretense of lending it to various beneficiaries—claims that have turned out to be false. He allegedly manipulated SACCO members into signing blank cheques, which he later used to withdraw funds for personal use. The total amount he is expected to pay back now stands at UGX 140 million.

But the fraudulent activities didn’t end there. In a calculated effort to shield his actions, Lubowa is said to have encouraged other SACCO members to also borrow and default, so that no individual could be held responsible. The idea was to create a web of collective wrongdoing, thereby avoiding accountability.

However, RDC Mwanjuzi’s far looking lenses saw through the scheme. She not only ordered Lubowa’s arrest but vowed that he will not walk free until every shilling is paid back to the SACCO. Her firm stance has already begun bearing fruit: individuals who had fraudulently accessed Emyooga funds are now returning the money to their respective SACCOs.

Notably, Mwanjuzi is now turning her focus to SACCOs run by local leaders and journalists, warning that these groups have not paid back or recovered any funds. In contrast, saloon operators, market vendors, and women SACCOs have shown impressive accountability, with many members already returning substantial amounts. “The days of hiding behind titles to dodge responsibility are over,” she said.

“This is government money—capital meant to improve livelihoods, not enrich a few dishonest individuals,” Mwanjuzi emphasized. “SACCO members must stop blindly trusting their leaders. Go to the bank and withdraw your money yourself. Do not sign blank cheques or fall for empty promises.”

Her ongoing campaign against Emyooga fund abuse has so far reached mechanics, salon operators, and produce dealers, and she has promised to intensify operations across welders, veterans, and other groups, many of whom have misused the funds thinking they were financial packages from President Yoweri Kaguta Museveni, not loans to be repaid.

Mwanjuzi’s hands-on leadership, zero-tolerance for corruption, and deep commitment to the success of government programs have not gone unnoticed. She is not only enforcing accountability—she is restoring faith in the Emyooga initiative and championing the interests of ordinary Ugandans, especially the youth and financially struggling individuals for whom the program was designed.

At a time when Uganda is preparing for the 2026 general elections, Mwanjuzi stands out as a shining example of the kind of leadership President Yoweri Museveni’s government needs now more than ever. Her work is firm, focused, and aligned with the core values of the NRM’s mission to fight poverty, empower citizens, and build a self-sustaining economy.

In light of her unmatched courage and performance, it is only right that Mwanjuzi Prossy be elevated to higher office. She has shown that she can not only manage but transform, not only enforce but inspire. She deserves a bigger platform, a juicier promotion, and a front-line role in championing President Museveni’s development agenda.
