Former CID Spokesperson Afande Charles Twiine Goes Missing

Concern is mounting over the mysterious disappearance of Charles Twiine, the former spokesperson of the Criminal Investigations Directorate (CID) of the Uganda Police Force, who has reportedly been missing since Wednesday, May 14, 2025.

Twiine was most recently serving with the Parliament Police’s investigations unit following his transfer from CID headquarters.

According to multiple sources, Twiine was urgently summoned by the Inspector General of Police (IGP) Abbas Byakagaba for a meeting scheduled for 7:00 a.m. on Wednesday. At the time, Twiine was in Mbarara, where he had reportedly travelled with a parliamentary committee earlier in the week. He is said to have left Mbarara for Kampala on the night of Tuesday, May 13 in order to honor the IGP’s summons.

Family members say the last known contact with Twiine was on the afternoon of Wednesday, May 14, shortly after he reportedly arrived at police headquarters in Naguru for the scheduled meeting.

His vehicle has since been found parked at Naguru Police Headquarters, but his mobile phones have been switched off, and his whereabouts remain unknown.

The Uganda Police Force has not yet issued an official statement regarding the matter.
