Full List: Top UPDF Generals Begin Formal Retirement Process

Seven senior officers of the Uganda People’s Defence Forces (UPDF) have officially commenced their retirement process, documenting their departure at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya on Tuesday.

Presiding over the occasion, the UPDF Chief of Joint Staff, Maj. Gen. Jack Bakasumba, commended the generals for their distinguished service, particularly in leadership and capacity building within the force.

“These leaders have made remarkable contributions to national and regional peace, especially through international missions such as those in Somalia,” Maj. Gen. Bakasumba said.

The generals transitioning into retirement include:

  • Lt. Gen. Peter Elwelu
  • Maj. Gen. Hudson Mukasa
  • Maj. Gen. Francis Ben Okello
  • Maj. Gen. George Igumba
  • Brig. Gen. John Byuma
  • Brig. Gen. Dominic Twesigomwe
  • Brig. Gen. Augustine Kamyuka Kyazze

Maj. Gen. Bakasumba emphasized that retirement is a critical stage in the military career cycle, allowing for the promotion of younger officers and ensuring continuity and renewal within the institution.

He urged the retiring officers to uphold the core values of the UPDF and to embrace their new chapter with purpose and dignity. He also cited proposed amendments to the UPDF Act, 2005, which are expected to enhance the welfare of retired personnel. These proposals include improved access to healthcare, disability compensation, and full military burial honours.

Quoting American biochemist Betty Sullivan, Bakasumba remarked: “There is a whole new kind of life ahead, full of experience, just waiting to happen. Some call it retirement, I call it bliss.”

Brig. Gen. James Kinalwa, who heads Joint Staff Human Resource Management, encouraged the generals to prioritize their health and personal conduct as they reintegrate into civilian life. He stressed the importance of maintaining the discipline and integrity that characterized their years of military service.

The ceremony was attended by senior MODVA officials, members of the Joint Services legal team, and representatives from the Veterans Legal Aid Clinics.
