In a strongly worded diplomatic letter dated 13 June 2025, the Islamic Republic of Iran formally protested a series of military strikes allegedly carried out by Israel on Iranian soil. Addressed to UN Secretary-General António Guterres and Security Council President Carolyn Rodrigues-Birkett, the letter accuses Israel of violating international law, committing acts of aggression, and endangering global peace and security.

The letter, authored by Seyed Abbas Araghchi, Iran’s Minister of Foreign Affairs, claims that Israel conducted “a coordinated series of military assaults targeting several Iranian cities,” including peaceful nuclear facilities and residential areas. One of the key targets named is the Natanz nuclear facility, a site monitored by the International Atomic Energy Agency (IAEA). Iran alleges that the attack endangered civilian lives and risked a radiological disaster, constituting a serious breach of international law.

“This dangerous assault further undermines the global non-proliferation regime and the integrity of the IAEA’s mission,” the letter asserts, framing the strikes as an existential threat not only to Iran but to international stability.

The Iranian government also accuses Israel of state terrorism through the “targeted assassinations of senior Iranian military officials and scientists” in Tehran. According to the letter, these assassinations were publicly acknowledged by Israeli leadership, including the Prime Minister, which Iran interprets as an “open admission of responsibility.”

In tandem with the diplomatic letter, the Iranian Ministry of Foreign Affairs also released a public statement from its embassy in Kampala. This statement condemns the attacks as a “flagrant violation of Article 2(4) of the UN Charter” and emphasizes Iran’s right to self-defense under Article 51. It asserts that “Iran will not hesitate to defend its sovereignty with full strength” and places responsibility for the attacks and their consequences on both Israel and the United States, which Iran describes as the “primary patron” of the Israeli state.

Both communications reflect a consistent and urgent appeal for global action. Iran demands:

* An emergency convening of the UN Security Council,

* A full condemnation of Israel’s actions,

* Accountability under international humanitarian law, and

* Collective international measures to deter further acts of aggression.

Araghchi concludes the letter by urging the UN to circulate it as an official Security Council document and calls for a unified international response: “Failure to respond will only embolden the aggressor, reward impunity, and invite further chaos in an already fragile region.”

As tensions mount, the international community faces growing pressure to respond decisively. Whether the UN will heed Iran’s call remains to be seen, but this confrontation signals a volatile phase in an already deeply polarized Middle East.
