Big Story: Eviction Panic As Multibillion Land Scandals Rock Mityana, Kiboga

The State House Anti-Corruption Unit in joint collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions has successfully filed fresh charges in two separate high-profile land-related criminal cases, signaling renewed momentum in the fight against land fraud and illegal evictions.

At Mityana Chief Magistrate’s Court, Lutwama Isaac Mugandazi was on Friday formally charged with multiple counts, including:

  • Fraudulent procurement of a certificate of title
  • Forgery
  • Uttering false documents
  • Making a false declaration in a land matter
  • Conspiracy to commit a felony

According to court documents, between April and July 2019, Lutwama and accomplices still at large allegedly forged and presented powers of attorney purporting to be from 83-year-old widow, Najjemba Christine of Kasalaga village, Mityana District.

Investigators allege that Lutwama conspired with individuals at the Mityana Ministry Zonal Office to fraudulently obtain certificates of title for land comprised in Busujju Block 56, Plots 249, 113, 106, 100, 121, 125, 126, 122, 70, 112, 114, and 101.

The prosecution further contends that Lutwama later sold off a portion of Najjemba’s land, depriving the elderly woman of her rightful property. He has been remanded until October 25, 2025, as investigations continue.

In a related crackdown, the Anti-Corruption Unit also re-arraigned Ronald Ainebyoona at the Kiboga Chief Magistrate’s Court on charges of forcible entry, malicious damage, and assault.

Court records show that Ainebyoona, who had earlier been charged on March 27, 2025, and released on bail, absconded and went into hiding for six months. A warrant of arrest was issued against him on June 30, 2025.

The breakthrough came after coordinated efforts by the Anti-Corruption Unit and Police, which led to his re-arrest. The case stems from a March 14, 2025 incident where Ainebyoona and others violently entered land on Block 542, Plot 2, Kiboga District, evicted lawful occupants, destroyed crops, houses, fences, and animal sheds belonging to 70-year-old complainant Badru Mwanje, and physically assaulted several individuals present.

The case follows a directive by H.E. President Yoweri Kaguta Museveni to Brig Gen Henry Isoke, head of the Unit, to investigate the criminal aspects of the land dispute and ensure accountability. Ainebyoona has been remanded until October 13, 2025.
