“We Target A Practical, Human-Centered & Tech-Enabled Future”—Prof Muganga Declares As VU Unveils 5yr Strategic Plan

Victoria University has unveiled its Strategic Plan for the period 2025/26 to 2029/30, outlining a bold vision for transforming the institution into a globally competitive, tech-driven center of higher learning. The launch took place during a twin event held at Speke Resort Munyonyo, attended by the university’s leadership, Directors, council members, Vice Chancellors from other institutions, staff, students and partners.

The University Director and Chairman of the Board of Directors, Dr. Sudhir Ruparelia, presided over the historic occasion.

A Transformative Blueprint

In her opening remarks, University Secretary Mrs. M. G. Katusabe-Ssemwezi said the new strategic plan sets an ambitious course for the institution.

“This strategic plan marks the beginning of a transformative journey to establish Victoria University as a world-class institution of higher learning, not only in Uganda but globally,” she noted.

She invited the Vice Chancellor, Prof. Lawrence Muganga, who delivered a powerful address outlining the purpose, spirit, and direction of the five-year strategy.

“A Future That Is Practical, Tech-Enabled, and Life-Changing”

Prof. Muganga said the strategic plan answers an important question: What future does Victoria University want to create?
He said the answer is one that places human-centered, practical and technology-driven education at the core of every academic experience.

“The world is changing fast, and education must change faster. Talent should never wait in line behind tradition,” Muganga said.

He highlighted several pillars central to the strategic plan, including:

• Practical and experiential education
• Work-Integrated Learning at scale
• Technology-supported teaching and assessment
• Entrepreneurial and community-driven research
• Partnerships with employers, innovators and government
• A modern block-teaching model that improves focus and performance

A Mega Campus In The Pipeline

Prof. Muganga thanked Dr. Sudhir Ruparelia for allocating prime land for the development of a new mega campus that will host thousands of students. He said the new campus will symbolize the university’s growth and its ambition to become Africa’s leading international university.

“Our progress is fueled by the unwavering support of our directors. This university is blossoming into a world-class entity that now attracts students from across the globe,” he said.

Technology, AI & The Future Of Education

The Vice Chancellor emphasized that the plan places technology and artificial intelligence at the center of teaching and learning, but not as replacements for human judgment.

“Our students will use technology responsibly and creatively. Our lecturers will teach for ethics, creativity and impact. This is how we stay ahead in a world shaped by innovation,” he stated.

Research With Real-World Impact

The strategic plan also positions research as a tool for solving community problems and influencing national development. Muganga said the university aims to strengthen partnerships with industry, government and civil society to produce knowledge that drives economic productivity.

A Commitment To Learners, Employers & The Country

Muganga reassured students, employers and the wider community of the university’s commitment to producing competent, job-ready graduates.

“To our learners, you will graduate with evidence of competence. To employers, we promise graduates who think clearly and work with purpose. To our country, we pledge problem-solvers who strengthen society,” Muganga affirmed.

A Bold Step Toward 2030

The launch of the 2025–2030 Strategic Plan positions Victoria University as a forward-looking institution ready to redefine higher education in Uganda and East Africa. This plan is described as brave, actionable and fully aligned with the demands of the modern world.

As Prof. Muganga concluded: “Tonight, we light the path to 2030 with a plan that keeps us unconventional, keeps us human, and keeps us ahead. Let us get to work.”
