The Inspector General of Government (IGG), Justice Aisha Batala Naluzze, has confirmed that the Inspectorate of Government has officially launched investigations into allegations against Speaker of Parliament Anita Annet Among following a petition filed by a group of lawyers and activists accusing her of breaching the Leadership Code Act.
Speaking on Friday, Justice Naluzze revealed that the petition had been formally received and is currently undergoing the Inspectorate’s standard review and investigation procedures.
“I just want to confirm that we received the complaint. When we receive complaints, we have a procedure for processing them. We received the complaint and we are processing it,” Justice Naluzze stated.
The petition, which was received by the Inspectorate’s Central Registry on May 13, was signed by lawyers and activists including Andrew Karamagi, Mercy Munduru, Kato Tumusiime, Gift Grace Achilla, Praise Aloikin, and Godwin Toko. The group is seeking a comprehensive audit of Speaker Among’s financial declarations, asset acquisitions, and expenditure patterns.
According to the petitioners, concerns have been raised over what they describe as “publicly visible wealth” that warrants scrutiny under Uganda’s anti-corruption and leadership accountability laws. They allege that the Speaker may have failed to fully declare or may have under-declared her assets, liabilities, and income as required by law.
Justice Naluzze emphasized that the Inspectorate will independently assess all allegations and make its findings public upon completion of the investigations. She further encouraged Ugandans to remain vigilant and continue reporting suspected cases of illicit enrichment, abuse of office, and unexplained wealth among public officials.
“We encourage members of the public to continue identifying Public Officers’ assets and possible flamboyant lifestyles and report to the IGG for investigation,” she added.
The development comes amid growing public debate surrounding the lifestyle and wealth of Speaker Among, who has in recent months attracted attention over reports of luxury assets, including a purported Shs3.4 billion Rolls-Royce, a fleet of high-end vehicles, upscale properties, and generous cash donations made at public functions, church fundraisers, and community events.
While supporters have praised her philanthropy and generosity, accountability advocates argue that leaders occupying powerful public offices must remain transparent regarding the sources of their wealth, especially given that public service is funded by taxpayers.
Critics maintain that conspicuous displays of wealth by senior public officials risk eroding public trust at a time when many Ugandans continue to face economic challenges, unemployment, and rising living costs.
Under the Leadership Code Act, public officials are mandated to declare their assets, income, and liabilities and are prohibited from using public office for personal enrichment or engaging in conduct that creates conflicts of interest.
Should the investigations uncover discrepancies or violations, the matter could lead to further legal and administrative action, including sanctions, prosecution, or recommendations for asset recovery.
