    Swift Move! Rwanda Bets On AI As Kagame, Bill Gates Hold Strategic Talks

    Rwandan President Paul Kagame on Monday held high-level talks with American billionaire and philanthropist Bill Gates, with the two leaders reaffirming their commitment to strengthening collaboration in healthcare, artificial intelligence, agricultural transformation and digital public infrastructure.

    The meeting, held in Kigali on July 20, underscored the Gates Foundation’s longstanding partnership with Rwanda and its continued support for the country’s development agenda.

    According to the Office of the President, Kagame and Gates discussed ways of accelerating collaboration in key sectors that are expected to drive Rwanda’s socio-economic transformation.

    “They discussed strengthening the Foundation’s longstanding partnership with Rwanda, including accelerating collaboration in health, agricultural transformation, AI and digital public infrastructure to advance Rwanda’s development priorities,” the presidency said.

    Gates, the Microsoft co-founder and Chair of the Gates Foundation, began his visit by paying tribute to victims of the 1994 Genocide against the Tutsi at the Kigali Genocide Memorial.

    He later travelled to Rwamagana District, where he toured health projects aimed at expanding access to quality healthcare services and promoting the use of technology in the country’s health system.

    Accompanied by Minister of Health Dr Sabin Nsanzimana, Gates visited the newly constructed Mwulire Health Centre, which serves more than 37,000 residents. He also met community health workers in Mwulire Sector and received updates on how Rwanda is embracing digital innovation to improve healthcare delivery.

    During the visit, Gates learnt about the Ministry of Health’s rollout of Community Electronic Medical Records (cEMR), a digital platform designed to reduce paperwork for healthcare workers while providing real-time patient data to improve decision-making and strengthen responses to emerging health challenges.

    The philanthropist also toured TKMD Syringes Manufacturing, a company supported by the Gates Foundation that produces auto-disable syringes for the local market and exports to several countries through the United Nations Children’s Fund (UNICEF).

    His visit comes as Rwanda positions itself as a continental leader in digital healthcare and artificial intelligence.

    Earlier this year, the Gates Foundation and OpenAI announced a $50 million partnership to expand AI-powered healthcare solutions across Africa, with Rwanda selected as the first country to pilot the Horizon 1000 initiative.

    The programme, unveiled in January, aims to deploy artificial intelligence tools in 1,000 primary healthcare clinics and surrounding communities across Africa by 2028.

    The initiative is expected to help frontline healthcare workers improve disease diagnosis, strengthen resource allocation and enhance clinical decision-making through advanced AI technologies.

    Rwanda has already laid much of the groundwork for digital healthcare. In April 2025, the country launched the National Health Intelligence Centre, which integrates data from community health workers, health centres and hospitals to improve patient outcomes, strengthen health financing and support evidence-based policymaking.

    The government has also expanded digital health services through Community Electronic Medical Records, while platforms such as E-Ubuzima and E-Fiche enable healthcare providers to monitor patients throughout their treatment journey, from the initial consultation to discharge.

    The latest discussions between Kagame and Gates are expected to further strengthen Rwanda’s drive to harness innovation, technology and strategic partnerships to improve public health, modernise agriculture and accelerate sustainable development.
