The Uganda Prisons Service has announced a fresh round of appointments, transfers, and leave of senior officers as part of efforts to strengthen professionalism, optimize performance, and improve service delivery across the country.
In a statement issued by the Commissioner General of Prisons, several senior officers at different ranks were reassigned or appointed to new roles at headquarters and district levels.
Among the key changes:
- Ms. Aliyo Naatukunda, Commissioner of Prisons – Appointed Acting Senior Commissioner of Prisons in charge of Legal Advisory Services and Human Rights, Prisons Headquarters.
- Ms. Brenda Sana, Commissioner of Prisons – Transferred to Prisons Headquarters as Head of Human Resource Planning and Development.
- Mr. Robert Jolly Bamutura, Assistant Commissioner of Prisons – Returned to the Department of Estates & Engineering at Headquarters as Staff Officer.
- Mr. Ben Nyanzi Nicomedie Ahimbisibwe, Senior Superintendent of Prisons – Reassigned to the Division of Pensions as Officer in Charge, with Mr. Patrick William Awany retained as Deputy.
- Mr. Arthur Mugaba, Senior Superintendent of Prisons – Posted back to Headquarters as Agricultural Engineer.
- Mr. Ronald Mukooli, Senior Superintendent of Prisons – From leave, appointed District Prisons Commander, Kalungu.
- Mr. Michael Padde, Senior Assistant Superintendent of Prisons – From leave, appointed Staff Officer, Bugiri District.
- Mr. William Ochwo, Senior Assistant Superintendent of Prisons – From leave, appointed Staff Officer, Tororo District.
- Mr. Kalsi Kabaalu Mutawe, Assistant Superintendent of Prisons – Transferred from Kampala Remand to Headquarters, Department of Safety and Security Operations.
Other postings affected Principal Officers I and II, who were appointed as Staff Officers in districts such as Kamuli, Pallisa, Kumi, Kalungu, and Apac. Notably, Ms. Zaia Munobwa takes charge at Busaana Prisons, replacing Ms. Juliet Alero, who proceeds on leave.
The reshuffle also covered Deputy Officers in Charge, with Assistant Superintendents of Prisons (ASP) reassigned across stations. These include Ronald Kyalisiima (to Nyabuhikye), Patience Nambuya (to Kanoni), and others maintaining their current posts with confirmation.
According to Frank Baine Mayanja, Senior Commissioner of Prisons and Service Spokesperson, the changes take immediate effect. Regional and District Prisons Commanders have been directed to oversee all handovers and takeovers.
The Uganda Prisons Service said the adjustments are aimed at enhancing efficiency, accountability, and the overall quality of correctional services in the country.
