Not Yet Over! Iganga Chairman Arrested For Stealing PDM Cash Of 66yr Old Woman

State House Anti Corruption Unit yesterday arraigned the LC 3 Chairperson, Nangonde subcounty, Mande Idhube Baziriyo before Chief Magistrate’s Court Iganga on charges of theft.

It is alleged that in October 2023, the suspect offered himself to help a 66 year old woman to open up a bank account and access Parish Development Model (PDM) money.

Once the money was ready, the suspect fraudulently took the victim’s sim card and PIN and later withdrew the money using a mobile wallet. After withdrawing the money, he lied to the victim saying there was no money until later on when the victim’s daughter discovered withdraw messages of the same money.

He has been remanded until 15/7/2024.

PDM is a government-led initiative aimed at transforming subsistence households into a money economy. Its goal is to lift 17.5 million Ugandans in 3.5 million households out of poverty. Launched in February 2022, the PDM focuses on improving service delivery and alleviating poverty at the grassroots level. Here are the key points:

  1. Integrated Approach: The PDM involves mobilizing communities and empowering them to take charge of their own development. It centers around the concept of the parish as the smallest unit of government administration and service delivery in Uganda.
  2. Parish Development Plan (PDP): Each parish develops a PDP that outlines key development priorities and strategies. This plan is created through a consultative process involving local government officials, community leaders, and members.
  3. Holistic Development: The PDM addresses social, economic, and environmental aspects of poverty. It aims to improve access to basic services (health, education, water, sanitation), promote economic opportunities, and ensure environmental sustainability.
  4. Seven Pillars: The PDM is based on seven fundamental pillars:
    • Production
    • Storage, Processing, and Marketing
    • Infrastructure and Economic Services
    • Financial Inclusion
    • Social Services
    • Mindset Change
    • Parish-Based Management and Information System Governance and Administration.
  5. Implementation: The PDM is coordinated by the Ministry of Local Government at the national level, while districts and parishes handle local implementation. Support includes capacity building, infrastructure provision, and access to credit facilities.
