Just In! Museveni Replaces Dorothy Kisaka With Frank Rusa As Ag KCCA ED

President Museveni has appointed Frank Nyakaana Rusa as the acting executive director of Kampala Capital City Authority (KCCA).

Rusa has been serving as KCCA legal director.

The appointment takes immediate effect.

“You are hereby assigned the duties of Executive Director. You will hold the post until a substantive office holder is appointed by the appointing authority,” a letter from the office of the president said on Thursday.

Rusa will be charged with submitting quarterly reports to the Head of Public Service and Secretary to the Cabinet, as well as the Minister in charge of KCCA.

The position fell vacant after the president fired Dorothy Kisaka and her deputy over the Kiteezi landfill tragedy that saw over 30 people killed.

Who Is Frank Rusa?

Prior to joining KCCA, Rusa, served as Executive Secretary of the inter-party Organisation for Dialogue (IPOD), a forum that brings together political party leaders of all the parties represented in the Parliament of Uganda.

He has also served at Democratic Governance Facility (DGF) in different capacities including as program manager.

A holder of Bachelor of Laws from Makerere University, Rusa also had a stint at Netherlands Institute for Multiparty Democracy (NIMD), a Hague-based international NGO as the country representative.

Between 2003 and 2006, he served as head of Legal and Public Relations Department at the Uganda Electoral Commission (2003-2006).

Before that, he served as the State Attorney, Directorate of Public Prosecutions.
