Brig. Gen. Charles Oluka’s final journey was one befitting a man who dedicated his life to the security and stability of Uganda. Laid to rest on Saturday at his ancestral home in Ousia Village, Kalaki District, the former Director General of the Internal Security Organization (ISO) received an emotional send-off marked by an eleven-gun salute, a symbol of honor for his unwavering service to the nation.
Hundreds of mourners, ranging from high-ranking military officers to government officials and local residents, gathered to pay their last respects. The solemn ceremony highlighted the impact Oluka had on the nation’s security landscape, with tributes underscoring his disciplined leadership, patriotism, and vision for a safer Uganda.
President Yoweri Museveni, in a heartfelt condolence message delivered by Vice President Rtd. Maj. Jessica Alupo, acknowledged Oluka’s transformative contributions to the Internal Security Organization and the broader security sector.
“I was saddened upon receiving the news about the death of my brilliant soldier. Oluka was very hardworking, disciplined, and played a key role in transforming the Internal Security Organization,” President Museveni stated.
The Chief of Defence Forces, Gen. Muhoozi Kainerugaba, through Deputy CDF Lt. Gen. Sam Okiding, described Oluka as a true patriot whose dedication and integrity set him apart as a leader.
“As the Uganda People’s Defence Forces (UPDF) fraternity, we shall miss him. Uganda will celebrate his achievements and remember him for his lasting legacy,” Gen. Okiding read from Muhoozi’s message.
Oluka’s tenure at ISO was marked by strategic reforms aimed at bolstering national security and intelligence operations. His deep understanding of security threats and his ability to navigate complex security challenges earned him the respect of both his colleagues and the wider security community.
Beyond his role in national security, Oluka was a proud son of Teso, and his passing was deeply felt within the region. The cultural leader of Teso, Emorimor Paul Sande Emolot, emphasized the late general’s dedication to both his people and his country.
“His passing is a great loss not only to his family but to the entire Teso community. He was a leader who worked for the good of the people and contributed immensely to national security,” Emorimor remarked.
The outpouring of grief and admiration from various sectors of society reflected Oluka’s far-reaching influence, not just as a military leader but as a mentor and advocate for the next generation of security personnel.
