Kiboga Land Scandal: State House Arrests ‘Untouchable’ Ainebyoona After Museveni’s Strict Orders

Authorities have cracked down on a violent land dispute in Kiboga District, leading to the arrest and arraignment of Ainebyoona Ronald before the Kiboga Chief Magistrates Court.

Ainebyoona faces charges of forcible entry, malicious damage, and assault causing actual bodily harm following an illegal eviction incident earlier this month.

According to investigators from the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions, Ainebyoona and others still at large allegedly stormed Lwakonge Village, Kiboga District, on March 14, 2025.

The group is accused of violently evicting several occupants from land comprised in Block 542, Plot 2. The attack also resulted in the destruction of plantations and physical assaults on some of the residents.

The Land Ownership Controversy

The contested land is at the center of a decades-old ownership dispute between a group of departed Asians—who hold a freehold title dating back to 1932—and Mwanje Badru, who acquired a mailo title in 1999. Ainebyoona claims to be acting on behalf of the departed Asians in evicting Mwanje and other residents.

The swift response from the Anti-Corruption Unit follows a directive from President Yoweri Museveni to Brig. Gen. Henry Isoke, the unit’s head, to investigate the criminal aspects of the dispute. Other government agencies, including the Ministry of Lands, the Inspector General of Police (IGP), and the Director of Public Prosecutions (DPP), have also been tasked with ensuring the law is upheld in resolving the matter.

Ainebyoona has been remanded until April 14, 2025, as investigations continue. Meanwhile, authorities are still hunting for his accomplices who remain at large.

This case highlights the persistent land conflicts in Uganda, particularly involving historical land claims, evictions, and fraudulent land transactions. The government’s intervention signals a strong stance against illegal evictions and land-related violence.
