Just In: Former Top Police Commander Sam Omara Dies At 65

Former Assistant Commissioner of Police, Sam Omara, a prominent figure in Uganda’s law enforcement circles, has passed away at the age of 65 after a long battle with illness.

Omara, who had been undergoing treatment for prostate cancer and kidney failure — including dialysis at Mulago National Referral Hospital last year — died after months of declining health. His family and colleagues have described his passing as a great loss to the security community.

During his distinguished career with the Uganda Police Force, Omara served in various leadership roles, notably as Kampala North Police Operations Commander. His tenure was marked by key moments in the country’s political life, including his controversial handling of the 2011 “walk-to-work” protests led by opposition figure Dr. Kizza Besigye. While some criticized his methods as heavy-handed, others defended his actions as necessary for maintaining order during a turbulent period.

Following his retirement from public service, Omara transitioned to the private sector, joining Arrow Security Services as Deputy Chief Executive Officer. The firm, owned by businessman and politician Capt. Mike Mukula, played a critical role in supporting Omara during his illness, with Mukula reportedly enlisting President Yoweri Museveni’s assistance to help cover medical expenses. The Uganda Police Force also pledged financial support for his treatment.

Colleagues and friends have paid tribute to Omara’s contributions to national security, remembering him as a dedicated officer who devoted much of his life to public service.

Funeral arrangements are expected to be announced by his family in the coming days.
