Game Over! Three Netted In Kyankwanzi Over Multimillion PDM Scandal

Three individuals have been arraigned before the Kyankwanzi Chief Magistrate’s Court on charges related to the mismanagement of funds under the Parish Development Model (PDM), following a directive from President Yoweri Kaguta Museveni.

The arrests stem from a presidential order made during the recent Greater Mubende Wealth Creation Tour in Kyankwanzi, where the President directed Brig. Gen. Henry Isoke, Head of the State House Anti-Corruption Unit, to investigate reported irregularities in the administration of PDM funds in the district.

The suspects — Mutyaba Henry, a Community Development Officer in Kyankwanzi Sub-County; Ntemu John, Chairperson of the Kasoolo Nkawandwa Parish PDM SACCO; and Kizito Moses, Secretary of the same SACCO — are facing various charges in connection to the alleged extortion and fraud involving PDM beneficiaries.

According to the Anti-Corruption Unit, working in conjunction with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), Mutyaba is accused of using threats and force to extort money from beneficiaries in Kyankwanzi Parish, falsely promising to secure their enrollment in the PDM system. He has been remanded until May 21, 2025.

Meanwhile, Ntemu and Kizito were charged with obtaining money by false pretenses. Authorities allege that the two solicited millions of shillings from hundreds of SACCO members under the guise of facilitating access to government funds. They will remain on remand until May 6, 2025.

These developments follow earlier charges against Ssali Damiano, Chairperson of Lubiri Parish SACCO, and Sekamate Brian, another Community Development Officer, who are also accused of stealing PDM funds.

The State House Anti-Corruption Unit has reiterated its commitment to rooting out corruption at all levels of PDM implementation, as the government intensifies its efforts to ensure accountability and service delivery under the flagship poverty alleviation program.
