The political climate in Bushenyi-Ishaka Municipality has taken a legal twist after city lawyers Mugisha Arnold & Co. Advocates issued a formal Notice of Intention to Sue against Mr. Lukwago Muhammed. The legal warning, dated April 7, 2025, accuses Lukwago of unlawfully defacing, removing, and burning campaign posters belonging to Hon. Beinomugisha Godfrey (NUP) and famous aspiring MP Bushenyi Ishaka Municipality, Hon. Ndyakira Nicholas Muhereza (NRM).
According to the letter, Lukwago committed the alleged offenses while acting on behalf of Hajji Id Basajjabalaba (NRM), on the 5th of April, 2024. The incidents reportedly occurred without any legal justification or color of right and affected multiple areas including Kizinda, Nyakabirizi, Katungu, and other locations within Bushenyi-Ishaka Municipality.

The law firm, representing the interests of the two parliamentary aspirants, cited Section 82 of the Penal Code Act (PAR-EA), which criminalizes such conduct. If convicted, Lukwago could face a fine not exceeding twenty currency points (equivalent to 400,000 UGX) or imprisonment not exceeding one year—or both.
The legal team has ordered Lukwago to restore all removed posters within three days of receiving the notice. Failure to comply will prompt civil and criminal proceedings, as stated in the strongly worded letter that warns of “heavy cost, risk and regrettable embarrassment.”
As campaigns intensify across Uganda in the lead-up to the 2025 elections, such legal disputes signal the growing stakes in local political contests, especially in regions with highly competitive races like Bushenyi-Ishaka where Muhereza is causing bloody nose to his competitors.
According to the recent opinion polls from the western region, Hon. Muhereza is the clear frontrunner in the Bushenyi-Ishaka Municipality parliamentary race. He currently commands 65% support from voters, with his closest rival, Hajji Id Basajja, trailing at just 25%. Muhereza’s grassroots engagement, articulate policy direction, and dynamic leadership have galvanized widespread support, causing ripples across the political landscape.
His growing influence extends beyond Bushenyi, with his popularity gaining momentum across the broader Ankole sub-region. His campaign is characterized by strong voter interaction and strategic policy communication, positioning him as a formidable force ahead of the 2025 general elections.
With the race tightening and campaigns intensifying, sources indicate that rival camps are increasingly feeling the heat from Muhereza’s dominance—possibly prompting actions such as those now under legal scrutiny.
