The State House Anti-Corruption Unit, in coordination with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID), this morning arraigned Kirenga Fred, a businessman based in Naguru, before the Anti-Corruption Court on charges of fraudulently procuring a land title.
Kirenga is accused of participating in a high-level scheme to forge land ownership documents on property legally owned by the Madhvani Group Ltd, one of Uganda’s most prominent business conglomerates. He has been remanded until July 8, 2025, as investigations and proceedings continue.
According to prosecution, Kirenga and his co-accused, including Kakooza Jasper, the Acting Commissioner of Surveys and Mapping, and Mugenyi Vicent, the Deputy Resident District Commissioner (RDC) for Gomba District, were involved in the fraudulent creation and registration of a freehold Certificate of Title for land located on FRV 60 Folio 4, Block 311, Plot 36 and 37 in Gomba District.
The State alleges that on June 15, 2020, the accused conspired to obtain a title in Kirenga’s name and others despite the existence of a prior legitimate title for the same land, which is owned by the Madhvani Group.
This case has drawn national attention due to the caliber of individuals implicated—including senior public officials—and the implications it poses for land governance and title security in Uganda. The State House Anti-Corruption Unit has reiterated its commitment to exposing and prosecuting individuals involved in land fraud, which remains one of the most contentious and destabilizing forms of corruption in the country.
More suspects are expected to be prosecuted as investigations into the broader syndicate continue. The court has adjourned the matter to July 8, when Kirenga Fred and his co-accused will reappear to answer the charges formally.
