John Cossy Odomel, the former Inspector General of Police (IGP) of Uganda, has passed away, according to a statement from Captain Mike Mukula, the National Resistance Movement (NRM) Vice Chairperson for Eastern Region.

Odomel, who served as the country’s IGP from 1992 to 1998, is remembered for his contributions to modernizing and professionalizing the Ugandan Police Force.

Captain Mukula broke the news of Odomel’s death on his X (formerly Twitter) account, expressing his sorrow at the passing of the former police chief and patriot.

“I am deeply saddened to announce the demise of our patriot and former Inspector General of Police (IGP) JOHN COSSY ODOMEL (RIP) who has just passed on… further details,” Mukula posted.

During his tenure as IGP, Odomel was instrumental in implementing reforms aimed at making the police force more professional and efficient. His leadership was marked by efforts to introduce technocratic approaches to policing, improving the operational capacity of the force. These reforms are widely acknowledged as having had a lasting impact on the structure and functioning of Uganda’s police service.

After retiring from active service in the police force, Odomel shifted to politics, seeking to continue his public service in a new arena. In 2001, he contested for the Pallisa County parliamentary seat, supported by prominent figures within the NRM. However, his bid was unsuccessful. He later challenged the election of Pallisa MP Louis Opange in 2006, but the court dismissed his petition, ruling that Odomel failed to present sufficient evidence to back his claims.

Odomel’s death comes shortly after the passing of another former IGP, Okoth Ogola, and follows the loss of his wife, Mary Magdalene Odomel, in September 2024. His death marks the end of a distinguished career in both law enforcement and politics.

Throughout his life, Odomel was widely regarded for his dedication to public service and his efforts to enhance the Ugandan police force. His passing has left a significant void in both the political and security sectors, where his legacy is sure to be remembered.

Details about his funeral arrangements are yet to be made public, and tributes have begun to pour in from various sectors, recognizing Odomel’s contribution to Uganda’s security and governance.
