End Of 40Days! How Gombe Clerk Forged Records To Smuggle Unqualified Candidate Into Juicy Govt Job

In a major breakthrough against civil service corruption, Idris Walugembe, the Town Clerk of Gombe Town Council, has been arraigned before the Butambala Chief Magistrates Court on charges of forgery, to which he has pleaded guilty.

The development was confirmed this afternoon by the State House Anti-Corruption Unit, working in joint operation with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). Walugembe has been remanded until August 6, 2025, when he is expected to be sentenced.

According to court documents, the case stems from Walugembe’s tenure as Secretary to the District Service Commission (DSC) of Butambala in 2022, during which he, together with yet-to-be-identified accomplices, is accused of tampering with official job application records. The forged documents were used to unlawfully facilitate the shortlisting of Abbas Musoke, an ineligible candidate, for the position of Inspector of Schools.

Investigators revealed that Walugembe manipulated the recruitment process, smuggling Musoke into consideration despite failing to meet the necessary requirements. This act not only compromised the integrity of the recruitment process but also denied deserving candidates a fair chance at public service.

Further disciplinary action had earlier been taken against Walugembe when he was suspended from his duties as DSC Secretary following allegations that he had sabotaged the Commission’s activities by leaking confidential meeting minutes on social media.

The Anti-Corruption Unit hailed the court’s swift handling of the case and emphasized the government’s unwavering commitment to rooting out corruption at all levels of public administration.

“This case is a warning to all public officials: tampering with recruitment or abusing your position for personal or political gain will not be tolerated,” the Unit said in a statement.

Investigations into Walugembe’s co-conspirators are ongoing, and more arrests are expected in the coming weeks.
