Entrepreneur-In-Chief? Tycoon King Ceasor Unveils UGX 600M Game Plan To Institutionalize Wealth Creation In NRM, Vows Explosive Growth Across All Regions!

In a bold and unprecedented move, King Ceasor Augustus Mulenga — celebrated business magnate, philanthropist, and Honorary Consul of Vietnam to Uganda — has shaken up the NRM political landscape with a jaw-dropping pledge of UGX 600 million to empower SACCOs across Uganda, solidifying his front-runner status in the high-stakes race for National Chairperson of the NRM Entrepreneurs League.

Speaking from his prestigious Nakasero office, the visionary founder of King Ceasor University unveiled a transformational plan to inject UGX 100 million into NRM-backed SACCOs in each of the six regions: Central, Western, Eastern, Northern, Karamoja, and Kampala. This funding, he said, will serve as the spark to ignite SME growth, empower youth and women, and localize wealth creation.

“If I give you Shs 100 million today and it’s managed well, in one year it can become Shs 1 billion,” Ceasor declared with conviction. “This is how we raise capital from within and stop relying on foreign aid.”

But Ceasor’s ambitions go far beyond cash injections. His plan? A total economic overhaul.

A Billion-Shilling Vision For Every Region

Mulenga’s program will offer affordable credit at just 1% interest per month — far below market rates — with a target to grow each SACCO into a UGX 1 billion fund within just 12 months. At the heart of his agenda lies value addition, especially in agriculture, where Uganda loses billions by exporting raw produce.

“We must finish the value chain at home. Let’s stop exporting our jobs. Let’s export finished goods — and bring profits back to Ugandan homes,” Ceasor charged.

A New Deal For Entrepreneurs

Recognizing the historical exclusion of entrepreneurs from Uganda’s political and policy spaces, Mulenga is calling for a constitutional amendment to fully institutionalize the Entrepreneurs League — giving it the same standing as the youth, women, veterans, and elders leagues within the NRM.

“Entrepreneurs must be heard at every level — LC1 to Parliament. We are the engine of transformation,” he emphasized.

To back this effort, legal experts will be brought in to formalize the league’s constitutional role — ensuring its voice is entrenched in both party and national development agendas.

Mulenga’s plan includes the launch of a quarterly NRM Entrepreneurs Magazine to educate members on everything from investment incentives and taxes to legislative updates and licensing guidelines — bridging the gap between policy and practice.

“Knowledge is capital. We must give our entrepreneurs the tools to compete locally and globally,” Ceasor said.

Leveraging his diplomatic ties, King Ceasor plans to lead business delegations to Vietnam, a world leader in Arabica coffee and value-added agriculture. The goal? To spark innovation, improve Uganda’s coffee value chain, and unlock new export markets.

Financial Revolution For Business Owners

Mulenga also revealed plans for “standard offer” loan agreements with partner financial institutions to eliminate bottlenecks in SME financing. These will ensure:

  • Loan approvals in under 90 days
  • Lending up to 60% of property value
  • Flexible 5-year repayment terms

“Let’s stop punishing entrepreneurs with bureaucracy. Let’s give them the respect, tools, and time they need to grow.”

With just weeks to go before the NRM Delegates Conference, Ceasor has launched a passionate appeal to the five voting delegates in every district:

“Don’t just vote for a candidate — vote for a future where entrepreneurs are empowered, not ignored. Vote to build lasting institutions that uplift every Ugandan.”

From August 22–25, more than 25,000 delegates will converge at Kololo Ceremonial Grounds to elect the new Central Executive Committee (CEC), including the powerful National Chairperson of the NRM Entrepreneurs League. The outcome will shape the party’s economic vision heading into the 2026 general elections.

Now, as the campaign heats up, one thing is clear — King Ceasor Augustus Mulenga is not just running for office. He’s running to transform Uganda’s economic destiny.
