A day of pride and recognition has dawned upon Kanungu District and Uganda at large as Dr. Ahimbisibwe Gad Rugaju, the Deputy Resident District Commissioner (RDC), has been awarded a prestigious Honorary Doctorate in Leadership (Doctor of Ministry – D.Min) by Immanuel Theology Educational Institute International.
The recognition was bestowed on September 26, 2025, acknowledging Dr. Rugaju’s selfless leadership, unshakable commitment to justice, and his relentless fight against corruption and impunity, while being a true voice to the voiceless.
This accolade marks a significant milestone in Dr. Rugaju’s journey, as he is already a PhD candidate at Northwestern Christian University, USA, where he is pursuing a Doctor of Philosophy (PhD) in Organizational Management. With this honorary award, he stands tall as a “double PhD RDC”—a rare and inspiring achievement for a Ugandan public servant.

In his remarks, Dr. Rugaju dedicated this prestigious recognition to His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, whose leadership and trust in appointing him as Deputy RDC has opened doors for his pursuit of academic and leadership excellence.
“I humbly dedicate this Honorary Doctorate to His Excellency the President, whose vision and mentorship have shaped my service. It is because of the opportunity given to me by HE to serve in the RDC fraternity that I stand recognized at the international level today. I also extend this honor to the Minister for the Presidency, the Secretary Office of the President, and my fellow RDCs across the country, who continue to inspire me with their resilience and patriotism,” Dr. Rugaju said.
