Luwero District on Saturday transformed into a crucible of political mobilisation as senior figures of the ruling National Resistance Movement (NRM) marshalled youth leaders, sub-county executives, and party stakeholders in a strategic build-up to President Yoweri Kaguta Museveni’s campaign launch slated for Tuesday, 30th September 2025.
The high-stakes engagements unfolded across two parallel venues. At the Luwero Community Centre, NRM youth leaders confronted party officials over chronic delays in fulfilling long-promised transport facilitation, lamenting that several initiatives had stagnated for more than five years. Simultaneously, at the Luwero Diocese Guest House, party chairpersons and senior strategists mapped a district-wide mobilisation drive targeting every parish and village.
Responding to youth grievances, Hajji Haruna Kyeyune Kasolo, the newly elected NRM CEC Vice Chairperson for Buganda, sprang into action with a dramatic pledge—handing over six brand-new motorcycles to Youth League and Youth Council leaders from greater Luwero to ease movement and strengthen outreach for government programs. Kasolo underscored the need for strict accountability in the management of development funds, invoking Luwero’s historic reputation as the “Mecca of the NRM” and exhorting young people to guard the Movement’s legacy.
“You cannot send Satan to God,” he warned in a fiery caution against opposition candidates. “Those who abuse government will never fight for your schools, roads, or livelihood projects. At the end of the day, it is you, the common people, who lose.”
Kasolo further announced a Bajaj boda-boda loan scheme, enabling youth to acquire motorcycles with a modest upfront payment of UGX 500,000 and flexible repayment over two years. He linked Uganda’s recent triumph in securing AFCON 2027 hosting rights to the country’s enduring peace under President Museveni, arguing that stability remains the bedrock of national achievement.
Hon. Rose Namayanja, NRM Deputy Secretary General, amplified the call for grassroots mobilisation, revealing that the President’s Luwero campaign will be spearheaded by a youth task force under her direct command. Drawing on her experience founding the Luwero Youth Forum in the 1990s, Namayanja urged young people to actively support NRM structures and to diligently follow up on government programs to ensure tangible delivery.
Youth leaders Simon Peter Kawesa (NRM Youth League Chairperson) and Allan Waiswa (Youth Council Chairperson) pressed for transparency and tighter oversight of flagship initiatives such as Emyooga, while advocating for financial literacy and skills development as pillars of sustainable empowerment. Waiswa also called for harmony with NRM-leaning independents to prevent the opposition from capturing strategic positions.
Meanwhile, at the Diocese Guest House, Kasolo rallied party chairpersons to activate every sub-county, parish, and village, declaring that “our message must reach every household, and every supporter must feel part of this historic mission.” He urged unity even with former opposition supporters, stressing that collective mobilisation is critical to securing an emphatic victory for President Museveni and all NRM flag bearers.
The day’s meetings culminated in a clarion call for full mobilisation ahead of the 30th September campaign launch, with leaders pledging to leverage youth energy, women’s networks, and opinion leaders to cement Luwero’s status as a fortress of NRM support.
