President Yoweri Museveni has appointed Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Hon. Beti Olive Namisango Kamya (BONK) in a major shake-up at Uganda’s anti-corruption watchdog.
The announcement was made on Tuesday, October 7, 2025, by Faruk Kirunda, the Special Presidential Assistant for Press and Mobilization and Deputy Presidential Spokesperson.
“H.E @KagutaMuseveni, in exercise of his constitutional powers, has appointed Hon. Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Hon. Beti Olive Namisango Kamya,” Kirunda said in an official statement.
He added that the Deputy IGGs, Dr. Patricia Achan Okiria and Anne Twinomugisha Muhairwe, have been retained to ensure continuity. The appointments have been forwarded to Parliament for vetting and approval.
Justice Batala’s appointment marks a new phase for the Inspectorate of Government, which plays a vital role in fighting corruption, promoting transparency, and strengthening accountability in public service.
A highly respected jurist, Justice Batala is known for her integrity, firmness, and commitment to justice. Before her new role, she served in various judicial capacities, including as a High Court Judge in the Criminal and Anti-Corruption Divisions, where she presided over several landmark cases involving financial crimes and abuse of office.
She holds a Bachelor of Laws (LLB) from Makerere University and a Postgraduate Diploma in Legal Practice from the Law Development Centre (LDC). Justice Batala has also championed judicial ethics and gender equality, serving on several committees promoting professionalism and integrity within the Judiciary.
Her appointment is viewed as part of President Museveni’s effort to reinvigorate the fight against corruption by injecting fresh judicial discipline and credibility into the Inspectorate.
Outgoing IGG Beti Kamya, who assumed office in July 2021, leaves behind a mixed legacy characterized by bold anti-corruption campaigns and controversy. She launched the “Lifestyle Audit” initiative to trace unexplained wealth among public officials and introduced the Digital Anti-Corruption Initiative (DACI) to improve citizen engagement and streamline case management.
However, her tenure was marred by political criticism and questions about her impartiality, given her transition from opposition leader to a member of the ruling National Resistance Movement (NRM).
According to State House sources, Kamya’s replacement follows concerns about her handling of high-profile corruption cases and alleged interference with ongoing investigations.
Justice Batala will now work alongside Dr. Patricia Achan Okiria and Anne Twinomugisha Muhairwe to restore public trust, strengthen collaboration with other accountability institutions, and demonstrate zero tolerance for corruption.
Her appointment signals what insiders describe as “a decisive reset” in President Museveni’s anti-corruption strategy — one anchored in judicial integrity, transparency, and renewed public confidence in Uganda’s accountability systems.
