Namyalo’s ONC Team Steps Up Supervision Of UPE Schools In Acholi & Rwenzori

Nwoya & Bundibugyo Districts — The Office of the National Chairman (ONC) under the leadership of Hajjat Hadijah Namyalo Uzeiye, Senior Presidential Advisor and Head of ONC, has intensified its nationwide monitoring and supervision of government programs, particularly within the education sector, to ensure effective service delivery and accountability.
In a recent field visit to Kamguru Government-Aided Primary School in Lungulu Subcounty, Lulyango Parish, Nwoya District, the ONC Acholi Subregion Coordinator, Mr. Oloya Eric, conducted an on-ground assessment to evaluate how Universal Primary Education (UPE) funds and other government interventions are being implemented.
During the engagement with the Deputy Head Teacher, Mr. Oloya recorded several key findings:
- The school’s UGX 2 million UPE grant is utilized for contingency, administrative, scholastic, and co-curricular activities.
- The recent salary enhancement for teachers has improved staff morale and stability, with no strike cases registered in Nwoya District.
- The school has a total enrollment of 259 pupils (135 boys and 124 girls).
- Major challenges include limited classroom infrastructure, lack of teachers’ quarters, and absence of a perimeter fence.
- The Government has already committed to renovating the old classroom blocks.
- The relatively low UPE grant allocation was attributed to the current low enrollment figures.
The school administration expressed gratitude to the NRM Government for its consistent investment in the education sector and pledged continued support to President Yoweri Kaguta Museveni and his vision for transforming Uganda’s education landscape.
Meanwhile, under the same directive, the ONC Rwenzori Subregion Coordinator, Mr. Kyalimpa Ausen, carried out a separate supervision visit to Bundimasolya Primary School in Ntandi Town Council, Bundibugyo District.
In his findings, Mr. Kyalimpa commended the school leadership, particularly the Head Teacher, Mr. Magheghuliro Amos, for defying an unlawful teachers’ strike and continuing with normal teaching activities. Mr. Amos emphasized that his loyalty lay with the Government and the NRM, stating that “the children we teach are children of the Government and the NRM.”
At the time of the visit, all classes were filled to capacity, with the school’s enrollment standing at 1,194 pupils — 553 boys and 641 girls — spanning from Primary One to Primary Seven. Despite space constraints, the headteacher and staff demonstrated commendable commitment to maintaining teaching and learning continuity.
The student leaders also applauded the headteacher’s patriotic decision to keep the school open while neighboring institutions had temporarily halted studies.
However, the school still faces challenges related to limited classroom space and other infrastructural needs, which have been documented for onward action.
These field monitoring visits are part of ONC’s broader effort to track government program implementation, ensure that NRM achievements are visible on the ground, and promote accountability, patriotism, and service excellence in all sectors.
