ISO, SHACU Foils Multimillion Extortion Plot Targeting Jinja Pastor | Three ”State House Officials” Arrested!

Kampala: The State House Anti-Corruption Unit (SHACU), working jointly with the Criminal Investigations Directorate (CID) and the Internal Security Organisation (ISO), has arrested three individuals for impersonating SHACU officers and attempting to defraud a Jinja-based pastor of millions of shillings.
The suspects, Kintu Aggrey alias Werage Kenneth, Isiko Moses alias Isabirye Moses, and Nuwagira Herman, were arrested after allegedly posing as investigators from SHACU and attempting to extort UGX 20 million from Pastor David Fredrick Isanga, the leader of Universal Apostles Fellowship Church of Righteousness in Jinja.
According to SHACU, the trio falsely informed the pastor that he was under investigation for allegedly dealing in counterfeit U.S. dollars. They demanded payment to “terminate” the purported case.
Between September and October 2025, the suspects repeatedly contacted Pastor Isanga, summoning him to meetings under the pretense of official investigations. Concerned about the unusual demands, the pastor delegated a church elder, Dr. Michael Kyakula, and his lawyer, Mr. Isabirye Derrick, to meet the supposed investigators.
The meeting took place at Nommo Gallery in Nakasero, where the suspects reiterated their extortion demands, claiming they could “clear” the pastor’s name for a price.
On October 7, 2025, the fraudsters escalated their scheme by issuing a forged summons letter purportedly from SHACU. The fake summons directed the pastor to appear at the Unit’s offices at Kingdom Kampala Building to answer allegations related to a “Black Dollar scam” and fraudulent dealings with other individuals.
Unbeknownst to the suspects, SHACU had been tipped off about the scam by its sister agency, ISO. Acting on the intelligence, SHACU advised Pastor Isanga to honor the fake summons and meet the suspects as instructed. The coordinated operation led to the trio being arrested red-handed at Kingdom Kampala Building as they repeated their demands.
During a search of the suspects, investigators recovered a forged summons letter and other incriminating materials.
The three suspects are currently under investigation and face possible charges of forgery, uttering false documents, and impersonation of public officials.
Addressing a press conference at SHACU headquarters, the Deputy Head of the Unit, Mr. Ochwo, commended the vigilance of the complainant and warned the public to be wary of individuals posing as government investigators.
“We thank Pastor Isanga and his team for their alertness, which prevented them from falling victim to these criminals,” Mr. Ochwo said. “We urge the public to report any suspicious persons or activities to the relevant authorities or through SHACU’s toll-free line 0800 202 500.”
Speaking to journalists, the church’s lawyer, Mr. Isabirye Derrick, expressed appreciation to SHACU and its partner agencies for the swift action that led to the arrest of the suspects.
“These individuals were trying to defraud my client of about UGX 130 million,” he said. “We are grateful to SHACU for intervening before any money exchanged hands.”
SHACU has since reminded the public that all official communication from the Unit is done through formal channels and that no officer is authorized to solicit money in exchange for clearing investigations.
The Unit reaffirmed its commitment to fighting corruption, protecting citizens from fraudsters, and ensuring that justice prevails.
