Museveni Promises Education, Jobs & Unity As NRM Mobilizes Supporters In Arua, Madi-Okollo

President Yoweri Museveni has wrapped up his campaign trail in Busoga, highlighting major strides in security, infrastructure, and wealth creation—signalling his readiness to shift focus to Kigezi.

Addressing supporters during his final rally in Jinja, Museveni said Busoga’s transformation reflects the core pillars on which the NRM has built Uganda’s progress. He recalled a time when the region suffered insecurity, with insurgent groups such as the Alice Lakwena rebels advancing as far as Magamaga and Busede.

“We brought peace to the whole country. That was the first pillar of Uganda’s house,” Museveni said.

He cited extensive government investment in infrastructure across Busoga, pointing to the improved Jinja–Tororo road, upgrades on the Jinja–Kampala highway, and earlier work on the Jinja–Kamuli route. The President also announced that government has secured funding for the long-awaited Jinja–Budondo–Mbulamuti–Kamuli road, noting that the project had been delayed due to competing national priorities.

“When people demand many things at the same time, resources scatter and little is achieved. Prioritisation is essential,” he said, adding that this approach has guided the NRM since its guerrilla days.

Museveni further highlighted advancements in education, noting that Jinja District and Jinja City now host more than 70 government primary schools and 20 government secondary schools. He, however, called for a more equitable spread of schools to ensure each parish has at least one government primary school.

On health, the President said every sub-county in both Jinja District and Jinja City now has an operational health facility, ranging from Health Centre IIIs to the regional referral hospital.

Turning to wealth creation—his “third pillar” of Uganda’s development—Museveni encouraged households to adopt the four-acre model and engage in government-supported initiatives such as the Parish Development Model, Operation Wealth Creation, and Emyooga. He added that even urban youth without land can benefit through skills training, pointing to success stories from skilling hubs in tailoring, metalwork, and other trades.

The President also underscored the rapid rise of industrialisation in the region, calling it the “fourth pillar” of national transformation. He said factories in Busoga are generating thousands of jobs and reshaping the local economy, and he pledged to address concerns about corruption in factory recruitment processes.

Having concluded his Busoga engagements, Museveni announced he will next head to Kigezi as he continues his nationwide campaign aimed at mobilising communities around peace, development, and household prosperity.
