State House Strikes! Top NIRA Boss Busted In Shocking Bribery Plot

The District Registration Officer of the National Identification and Registration Authority (NIRA) in Kyankwanzi, Mr. Nabuguuzi Isaac, has been arrested and arraigned before the Kyankwanzi Magistrate’s Court on charges of extortion and abuse of office.

The arrest was conducted earlier today by the State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to prosecution, between June and July 2025, Mr. Nabuguuzi took advantage of his official capacity to coerce newly recruited Registration Assistants into paying him money under threat of job loss. After the recruits received their first salaries in June, the accused reportedly pressured each one to send him between UGX 300,000 and UGX 500,000, allegedly as a “token of appreciation” for facilitating their employment.

Investigations indicate that more than 50 assistants fell victim to this extortion scheme, with payments made both in cash and via mobile money. Mr. Nabuguuzi allegedly made veiled threats, warning that failure to comply could result in their termination or future job insecurity.

He was charged with demanding money by menaces and remanded until August 17, 2025.

The incident has sparked public outrage, with calls for stricter oversight and reform within recruitment and deployment processes at NIRA. Authorities have commended the courage of the complainants and encouraged more victims of workplace exploitation to speak out.

The State House Anti-Corruption Unit reiterated its commitment to protecting public servants from harassment and ensuring accountability at all levels of government.
