As government reviews the performance of Resident District Commissioners (RDCs) and their deputies ahead of fresh deployments, a growing number of local leaders, opinion shapers and community members are pointing to a select group of Deputy RDCs whose service during the outgoing kisanja left a visible mark on governance, security and service delivery.
Across different parts of Uganda, these officials distinguished themselves through relentless mobilization, mediation of conflicts, anti-corruption interventions and protection of ordinary citizens against exploitation by powerful interests.
Based on feedback from local stakeholders and the impact registered in their respective areas, the following Deputy RDCs rank among the most outstanding performers of the last kisanja:
1. Prossy Mwanjuzi (Mityana)
Many local leaders in Mityana credit Prossy Mwanjuzi with transforming the image of the RDC’s office by taking on powerful brokers and land-grabbing networks that had long frustrated ordinary citizens.
Her determination to eliminate middlemen who extorted money from vulnerable residents seeking justice won her widespread admiration. In the process, she reportedly faced threats, survived violent attacks and remained steadfast in confronting entrenched interests.
Supporters argue that her efforts helped restore public confidence in government institutions while strengthening grassroots support for the ruling party in the district.
2. Mike Segawa (Kasanda)
A former journalist, Mike Segawa emerged as one of the most visible government communicators among Deputy RDCs.
Known for his strong public speaking skills and media presence, Segawa consistently used radio talk shows and community engagements to explain government programs and counter misinformation. He also played a prominent role in political mobilization efforts that reshaped the political landscape in Kasanda.
His communication skills have made him one of the most recognizable Deputy RDCs in the country.
3. Newton Rwigyema (Kiboga)
In Kiboga, Newton Rwigyema earned praise for combining security coordination with effective conflict resolution.
Residents credit him with helping reduce land-related disputes and protecting vulnerable citizens from unlawful dispossession. His efforts to strengthen cooperation between security structures and local leaders also contributed to political stability and improved community relations.
4. James Cosmas Okidi (Gulu City)
Serving in a region where land disputes remain a major challenge, James Cosmas Okidi built a reputation as a patient mediator and advocate of alternative dispute resolution.
He successfully handled numerous land conflicts while simultaneously promoting government wealth-creation initiatives such as PDM, Emyooga and other empowerment programs. His strong stance against misuse of public resources further elevated his profile among residents.
5. Hassan Sembalirwa (Butambala)
Hassan Sembalirwa is widely credited for strengthening grassroots mobilization and enhancing coordination between local government structures and security agencies.
His tenure saw increased citizen engagement and improved organization of government activities at community level, making him one of the notable performers in the central region.
6. Rose Atuhire (Ntungamo)
Rose Atuhire has earned recognition for her consistent community outreach and active promotion of government programs.
Local leaders describe her as accessible, disciplined and effective in engaging wananchi on issues affecting service delivery and socio-economic transformation.
7. Kagenyi Luuka (Kawempe)
Operating in one of the country’s most politically competitive urban areas, Kagenyi Luuka became known for his energetic mobilization efforts and close engagement with grassroots structures.
Supporters credit him with helping strengthen government visibility in Kawempe while maintaining close interaction with local communities.
8. Moses Ariho (Rubaga)
Moses Ariho built a reputation for responsiveness and public engagement in Rubaga Division.
Residents and local leaders cite his involvement in community problem-solving initiatives and support for government service delivery programs as key highlights of his tenure.
9. Naome Nakawala (Buyende)
Naome Nakawala is praised for her commitment to community empowerment and monitoring implementation of government interventions.
Her focus on accountability and citizen engagement helped improve awareness of government programs among beneficiaries in Buyende.
10. Edrine Beneza (Nakawa)
In Nakawa, Edrine Beneza stood out for his visibility in community affairs and efforts to bridge the gap between citizens and government institutions.
His active participation in resolving public grievances and promoting government initiatives earned him recognition among local stakeholders.
Honourable Mentions
Several other Deputy RDCs also received positive assessments from community leaders and government supporters. Among them are Mathias Lutwama and Albert Amule of Tororo, both of whom are credited with dedicated service and strong grassroots engagement.
The role of a Deputy RDC extends far beyond administrative duties. The office requires officials to mobilize citizens, monitor government programs, coordinate security, mediate disputes, fight corruption and ensure efficient service delivery.
