Chicken Drama! Ntungamo RDC Reports Secretary To State House Over Gift Of Two Chickens

A formal complaint regarding administrative conduct in Ntungamo District has drawn public attention after a workplace dispute involving a gift of two chickens was officially escalated to the Office of the President in Kampala.

According to an official letter dated July 7, 2026, signed by the Resident District Commissioner (RDC) of Ntungamo, Kagaiga Miriam Mugisha Mbaze, she lodged an administrative complaint against her secretary, identified as Judith, regarding alleged workplace misconduct.

The letter outlines an incident from July 6, 2026, in which a local resident, Ms. Batabara Jackeline, visited RDC’s office to drop off two chickens as a token of appreciation following assistance rendered in a court matter involving her son. At the time of the delivery, RDC Kagaiga was attending a meeting at the district headquarters.

The letter reveals that the secretary accepted the gift without the RDC’s knowledge or consent and retained possession of the items rather than safeguarding them for the intended recipient. RDC Kagaiga cited this incident, along with past verbal warnings and alleged abusive messages, as a breach of professionalism, trust, and organizational integrity.

Speaking to Swift News, RDC Kagaiga confirmed that she authored the official complaint letter and explained her decision to refer the matter to top leadership.

According to RDC, her secretary’s workplace conduct had progressively deteriorated over time despite prior warnings. Facing ongoing administrative challenges with the employee, she noted that she reached a point of confusion regarding how best to manage the situation locally, leading her to seek formal intervention and guidance from the Human Resource department at the President’s Office.

Some locals have questioned the necessity of forwarding a minor dispute to State House urging that administrative disagreements regarding staff behavior or tokens of appreciation should be resolved internally. However RDC Kagaiga says had no any other option other than escalating the issue since this secretary had refused to change despite several warnings and guidance.

Now, the matter remains before the Human Resource department at the Office of the President in Kampala, which is expected to review the official submission, consider the statements of the involved parties, and determine any appropriate administrative steps moving forward.
