Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office, have been arraigned before the Anti-Corruption Court over allegations of conspiring to fraudulently acquire and transfer prime land in Munyonyo, Kampala.
The accused, identified as Wasswa Charles Jude, a Principal Assistant Secretary; Agaba Ronah, a Government Valuer; Achom Esther, a Data Entry Clerk; and land dealer Kizito John, face charges related to abuse of office, criminal conspiracy, forgery and fraudulent procurement of title.
They were remanded until October 29, 2026, as investigations and prosecution proceedings continue.
The prosecution alleges that the four conspired in 2024 to abuse their respective positions and facilitate the irregular acquisition of a special certificate of title for land comprised in Kyadondo Block 255, Plot 532, in Munyonyo, Kampala District.
The disputed property measures approximately 0.2020 hectares and belongs to James Mulebeke, who has reportedly been its registered proprietor since 2011.
According to investigators, the alleged scheme involved processing a special certificate of title and transferring ownership of the land without the knowledge or consent of its registered owner.
Investigations indicate that Kizito allegedly initiated the process by submitting documents to facilitate the acquisition of the special certificate of title without Mulebeke’s authorisation.
Achom is accused of receiving the transaction documents and forwarding them to Wasswa for processing, despite the documents allegedly never having been officially received at the KCCA Ministry Zonal Office.
Prosecution further alleges that the application was supported by forged documents.
Wasswa is accused of using his position to influence Nabukeera Madinah, a Registrar of Titles at the zonal office, to issue the special certificate without requiring the registered proprietor to appear for identification. He allegedly claimed to know the applicant.
Investigators further allege that Madinah subsequently approved the transfer of the property to Kizito without the registered owner appearing for identification and without verifying the authenticity of the national identity card, stamp duty payment receipts and registration fee receipts.
The alleged irregularities also extended to the valuation of the property.
Agaba, the Government Valuer, is accused of valuing the land at Shs200 million, significantly below its alleged prevailing market value of more than Shs600 million.
Investigations also implicated Government Valuer Mulindwa Jude Tadeo, who allegedly processed the transaction without payment of the requisite stamp duty.
The prosecution contends that the alleged actions formed part of a criminal conspiracy involving the irregular issuance of a special certificate of title and fraudulent transfer of property, potentially prejudicing the interests of its rightful owner.
Meanwhile, criminal summons have been issued to Nabukeera Hamida and Mulindwa Jude Tadeo in connection with the matter.
The case follows investigations conducted by the State House Anti-Corruption Unit in liaison with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
The accused are expected to return to court on October 29, 2026, as the case proceeds.
