President Yoweri Kaguta Museveni has kicked off appointments in his fresh term, appointing Justice Moses Kazibwe Kawumi as Uganda’s new Deputy Chief Justice and Her Worship Agnes Alum as the Chief Registrar in a fresh reshuffle within the Judiciary.
The appointments were announced on Thursday in a statement issued by the Presidential Press Unit (PPU), which confirmed that Justice Kazibwe’s name has already been forwarded to Parliament for vetting and approval in line with constitutional requirements.
“The Presidential Press Unit would like to inform the general public that the President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni, has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice,” the statement read.
It added: “President Museveni has also appointed Her Worship Agnes Alum as the new Chief Registrar.”
Once approved by Parliament, Justice Kazibwe is expected to deputize Chief Justice Flavian Zeija in overseeing the administration and supervision of the Judiciary. He will also oversee the operations of the Court of Appeal and the Constitutional Court.
Justice Kazibwe is set to replace Justice Richard Buteera, who has served as Deputy Chief Justice since 2020 and is approaching retirement.
The appointment of Agnes Alum as Chief Registrar places her at the center of the Judiciary’s administrative operations, including case management and coordination of court activities across the country.
The latest changes come at a time when the Judiciary is implementing a series of reforms aimed at improving efficiency, reducing case backlog and enhancing access to justice.
The appointments are expected to strengthen the leadership of the Judiciary as it continues efforts to modernize court operations and improve service delivery.
