Unstoppable 12th Parliament: Excited MPs Brave Morning Drizzle As Day Two Of Swearing-In Gets Underway

The swearing-in of members-elect to Uganda’s 12th Parliament continued smoothly on Thursday morning, with lawmakers taking their oaths amid light rain, vibrant music and a festive atmosphere at Parliament grounds.
Proceedings began shortly after 8:00am following the singing of the national anthem and an opening prayer. The ceremony, which started on Wednesday, 13 May 2026, is expected to run until Friday, 15 May 2026, as newly elected legislators formally assume office.
A brief drizzle shortly after the reading of the proclamation did little to interrupt the occasion. Drums and traditional music continued to energize the grounds, pausing only as members-elect stepped forward to take the oath of allegiance and parliamentary oath.
The first legislator sworn in on day two was Minister of Agriculture, Animal Industry and Fisheries, Hon. Frank Tumwebaze, the National Resistance Movement (NRM) representative for Kibale East County.
He was followed by Amos Kankunda Kibwika (NRM, Rwampara County), Stephen Kangwagye (Independent, Bukanga County), and Laura Kanushu (NRM), who represents Persons with Disabilities in Parliament.
Also sworn in during the morning session were Uganda People’s Defence Forces (UPDF) representatives James Kinalwa and Samuel Kavuma.
Despite the persistent drizzle, the ceremony continued uninterrupted, reflecting both the significance of the occasion and the determination of the incoming legislators as they prepare to begin the work of the 12th Parliament.
