Muhoozi Shakes Up PLU ‘Powerful’ Leadership, Omutume Kabanda, Frank Gashumba Down!

The Chairman of the Patriotic League of Uganda (PLU), Gen. Muhoozi Kainerugaba, has announced a major restructuring of the organization’s leadership, appointing Hon. Fadil Twalla as the new Secretary General and unveiling a revamped Central Committee that includes top government officials, legal experts, business leaders, and media personalities.
The appointments, announced on Monday through Gen. Muhoozi’s official X account, are part of efforts to reposition the civic organization as it enters a new phase of operations.
In announcing the changes, Gen. Muhoozi paid tribute to outgoing Secretary General David Kabanda, who has served in the role for the last three years.
“The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his three years of excellent service. He set the standard high for the position,” Gen. Muhoozi posted.
Although stepping down as Secretary General, Kabanda has been retained as an ordinary member of the Central Committee.
The restructuring also saw the appointment of Speaker of Parliament Jacob Oboth Oboth and Deputy Speaker Thomas Tayebwa to the Central Committee, alongside several senior government officials.
Defence Minister Kiryowa Kiwanuka was named Vice Chairman for the Buganda region, while Agriculture Minister Frank Tumwebaze also joined the committee. Local Government Minister Balaam Barugahara retained his position as Vice Chairman for Western Uganda.
Other notable appointees include presidential legal advisor Hussein Kashillingi, veteran international journalist Alan Kasujja, businessman Sanjay Tanna as representative of the business community, and Kwame Ruyondo, who will represent NRA historicals.
Gen. Muhoozi, who also serves as Uganda’s Chief of Defence Forces, said the new leadership team will play a critical role in supporting national development and advancing the country’s economic ambitions.
“Our task as PLU is to achieve Mzee’s target of a 500 billion dollar GDP by 2031,” he said. “I will supervise all government departments to achieve that goal.”
The leadership changes come shortly after Kabanda publicly revealed that he had informed Gen. Muhoozi of his intention to step down before making the decision public.
Speaking in an interview over the weekend, Kabanda claimed that some individuals had sought to use the office of Secretary General for personal financial gain and viewed him as an obstacle.
The latest appointments signal Gen. Muhoozi’s intention to broaden PLU’s leadership base by bringing together political leaders, technocrats, business figures, media personalities, and historical members of the National Resistance Movement as the organization pursues its stated objectives in the years ahead.
