Gen Muhoozi Declares Rwabwogo’s PACEID Illegal, Orders Arrest Of Top Bosses

Chief of Defence Forces Gen Muhoozi Kainerugaba has ordered the arrest of members of the Presidential Advisory Committee on Exports and Industrial Development (PACEID) allegedly involved in corruption, declaring the organisation illegal.

Gen Kainerugaba, who also serves as Senior Presidential Advisor on Special Operations, made the statements in a series of posts on X on Tuesday, August 25, 2026.

“We are going to arrest ALL the members of PACEID involved in corruption,” Gen Kainerugaba said.

In a subsequent post, he declared PACEID an illegal organisation and announced that its members would be targeted for arrest.

“PACEID is an illegal organisation. We shall start arresting its members immediately,” he wrote.

The army chief later announced that one person had already been arrested, although he did not identify the individual or disclose the specific allegations surrounding the arrest.

Gen Kainerugaba also issued a warning to media houses against providing platforms to members of PACEID.

“Radios and Tvs that allow members of the outlawed PACEID to talk will face severe consequences,” he said.

PACEID is headed by businessman and presidential adviser Odrek Rwabwogo, who is also President Yoweri Museveni’s son-in-law.

Gen Kainerugaba did not provide details of the alleged corruption involving PACEID members or explain the legal basis for his declaration that the organisation is illegal.

The statements come amid heightened attention on the operations and activities of institutions involved in promoting exports, investment and industrial development.

The army chief also used his posts to issue a separate warning to individuals questioning the ideology of the Patriotic League of Uganda (PLU), a political pressure group he chairs.

“Someone who accuses us (PLU) of having no ‘Ideology’ is playing with death. We were fighting LRA when they were dreaming of marrying our sisters,” he wrote.

The latest statements have placed both PACEID and PLU at the centre of public debate, with Gen Kainerugaba signalling a tough stance against what he described as corruption within PACEID and criticism of PLU.

No details had been provided by the time of publication on the identity of the person reportedly arrested, the alleged offences or whether further arrests had been made.

Any criminal liability arising from the allegations would have to be established through the relevant investigative and judicial processes.
