Conflicting accounts from the Inspectorate of Government (IGG) and Ntare School have triggered questions about the circumstances surrounding the reported arrest of the school’s headteacher, Saul Rwampororo, over alleged financial irregularities involving Shs110.8 million in government funds.
In a press statement dated October 28, 2026, the IGG announced the arrest of Rwampororo, his predecessor, Jimmy Turyagyenda, and former school typist Peace Kebirungi over allegations of abuse of office and causing financial loss to the Government of Uganda.
However, a separate statement issued by Ntare School minutes after, has presented a different account of Rwampororo’s status, saying the headteacher had met IGG officials to provide information concerning an ongoing investigation, cooperated fully and returned to school to resume his administrative duties.
The two statements have raised questions about whether Rwampororo was formally arrested and subsequently released, merely questioned by investigators, or whether the institutions were communicating different stages of the same process.
The IGG statement, issued through its Mbarara Regional Office, explicitly said the three suspects had been arrested and transferred to Kampala, where they were expected to appear before the Anti-Corruption Court to answer charges relating to the alleged financial loss.

Ntare School, on the other hand, sought to reassure parents, students and other stakeholders that the headteacher had returned to work after cooperating with investigators.
“Earlier today, the Headmaster, Mr. Rwampororo Saul met with IGG officials to provide information and clarity regarding an ongoing investigation,” the school stated, adding that he had shared all requested details and resumed his official administrative duties.
The school also warned against what it described as unverified rumours and exaggerated narratives circulating on digital platforms, urging the public to rely on official communication rather than social media speculation.
Yet the apparent difference between the two accounts has left the public seeking clarification on the precise circumstances surrounding the headteacher’s interaction with the investigators.
Shs110.8 Million At Centre Of The Investigation
According to the IGG, the investigation centres on allegations that Kebirungi continued receiving a government salary between September 2015 and August 2024 despite allegedly abandoning her duties.
Investigators allege that Kebirungi presented a false university admission letter in October 2015 to obtain study leave with pay before absconding from duty.
The IGG further alleges that Turyagyenda concealed her absence before retiring from public service, while Rwampororo allegedly continued facilitating irregular payments during his tenure.
The two headteachers are also accused of authorising allowance payments to Kebirungi from school fees collected, despite her alleged failure to perform her duties.
Investigators say the alleged financial loss had reached Shs110,877,900 by February 6, 2026. The IGG also alleges that Kebirungi applied for early retirement in 2023 and that Rwampororo forwarded the application despite questions about her eligibility.
Meanwhile, the central question remains: Was Ntare School’s headteacher arrested and later returned to work, or was he only questioned as part of the investigation? Stay tuned!
