    PDM Scandal Rocks Lwengo As Assistant Town Clerk Faces Fraud Allegations

    A complaint has been filed with the Lwengo District Chief Administrative Officer (CAO) against an Assistant Town Clerk accused of allegedly impersonating beneficiaries and fraudulently accessing Parish Development Model (PDM) funds.

    The complaint, dated August 6, 2026, was filed by Volunteer Uganda Extra Limited (VUEL), an organisation that says it works to promote accountability, fight corruption and protect public resources.

    The organisation has accused Mr. Kyagela Iddi, the Assistant Town Clerk of Kyangaza Town Council, of alleged impersonation, fraudulent access to PDM funds, abuse of office, conflict of interest and related irregularities.

    According to the complaint, VUEL alleges that Kyagela impersonated about four individuals and fraudulently secured Shs1 million from three purported PDM beneficiaries.

    The organisation further alleges that one of the identities used was that of Richard Ndawula, a resident of Lwengo Town Council, whose National Identification Number was allegedly used together with the identity and telephone number of another person to access the funds.

    VUEL says its preliminary findings indicate that an account through which the alleged PDM funds were processed was created on July 14, 2025, with the organisation alleging that Shs1 million was received on July 17, 2025 through a telephone number registered to one of the individuals named in the complaint.

    The organisation has called for investigations to establish the authenticity and propriety of the transaction.

    The complaint also alleges that the same individual accessed PDM funds using the identities of other people, including Kate Nabasiye, described as a headteacher at a public primary school in the Industrial Zone, Central Ward, Lwengo Town Council.

    VUEL also names Justine Nambeja, described in the complaint as being from Lwengo Town Council/Lwengo Sub-county.

    The organisation argues that, if established, the allegations would amount to fraudulent use of personal information and unlawful acquisition of government funds intended for genuine PDM beneficiaries.

    The complaint further raises questions over Kyagela’s reported simultaneous roles as Assistant Town Clerk and Town Agent, saying the arrangement could raise concerns about conflict of interest, abuse of authority and compliance with public service ethical standards.

    VUEL also questions how an officer reportedly residing and working in a different Town Council could allegedly access and use personal information belonging to individuals from other areas to obtain PDM funds.

    VUEL has asked the Lwengo District authorities to institute an immediate and independent investigation into the allegations.

    Among the measures requested are an audit and verification of PDM beneficiary records linked to the individuals mentioned in the complaint, as well as investigations into whether public funds were obtained through impersonation or misuse of personal information.

    The organisation has also asked authorities to examine the legality of Kyagela’s reported simultaneous positions and, where wrongdoing is established, recover any misappropriated public funds and recommend appropriate disciplinary, civil or criminal action.

    VUEL has further requested to be informed of the outcome of the investigations.

    The complaint was copied to the Minister of Local Government, the Resident District Commissioner of Lwengo, the District Internal Security Officer, the CAO’s investigation file and the District Police Commander.

    The allegations contained in the complaint have not been independently established by Swift News, and therefore all should be taken as mere allegations. Our attempts to obtain a comment from Kyagela were unsuccessful, as his known telephone number was unavailable.

    VUEL said it submitted the complaint in the public interest and as part of its mandate to promote transparency, accountability and the rule of law.

    The organisation previously received a Certificate of Appreciation from Lwengo District Local Government on June 27, 2024, in recognition of its contribution towards promoting good governance, the rule of law and fighting corruption.
